Special Presentation: The OIC of Station Lake Tahoe, Senior Chief Bennett, presented Tom Henderson, Tom Komadina and Dee Dee Kincade with the Coast Guard Meritorious Unit Commendation Award. This award had been previously presented to USCG Station Lake Tahoe and four other Auxiliarists; Jack Leth, Bill Stolz, Richard Kishpaugh and Jim Kremsner. The award was presented for meritorious service from April 2009 to October 200 while conducting search and rescue and law enforcement operations on Lake Tahoe.

Approval of Minutes: Motion made by Tom Henderson, seconded by Jim Snell to approve the April 2010 Minutes. There being no discussion the minutes were adopted.

Station Lake Tahoe Auxiliary Liaison Report BM2 Graham Potter: BM2 Potter expressed gratitude for the Auxiliaries’ participation in 2-Boat Training with the Station. Our participation in training has resulted in the qualification of two new coxswains, BM2 Lynskey and BM2 Macri. There will be training for two new boat crew. The invasive species and Tahoe Blue Program fees will be reimbursed to the operational facility owners by the CG.
Coast Guard Liaison Report, Jack Leth: Not Present.
Division Commanders Report, Dave Law: The updated AuxiliaryManual will be ready for issue in October (on disc only). Budget cuts continue and average 20% less than last year, although the Auxiliary is asking for additional PPE (personal protection equipment) funding. The Untucked ODUs are becoming difficult to get; especially in larger sizes. Uniforms must be the same for all crew when on patrol. The warm weather uniform of blue t-shirt (USCGAUX logo) and blue shorts are acceptable. Communication Officers need to drill down to members on proper pro words and radio procedures. National Change of Watches: Captain Cullen in June and Captain Gugg in August. The Delta Blitz may not be held this year. Dave needs reports and pictures of National Safe Boating Week events so he can include them in his report. See listing in district web site for OPTREX exercises http://www.d11nuscgaux.info/. Air Patrols are resuming every three to four days. We may be included if requested. Nominations for District Captain will be held at the District meeting in July with elections in September. Those wishing to run need to have held the office of Division Commander for at least one year and provide bio prior to election.
IPDCDR Report, Dee Dee Kincade: ICS 210 is not required for boat crew. If anyone hears of an ICS 210 class before the August PCA Fair please let me know.
Vice Division Commander Report, Leon Borden: Nothing to report.
01 - Tom Henderson – Report on file (See Attachment A). Tom extends a thank you to Bill Stolz for his time and the use of his facility for Coast Guard 2-Boat Training. Senior Chief Bennett’s Change of Watch is June 18. We would like to see a good attendance from the Auxiliary.
03 - Jim Kremsner – Jim discussed the current problems with The Melroy. The flotilla will be manning a booth at Cabellas this weekend. The flotilla will be providing four assets, two facilities and two PWCs, for the Memorial Day Mike Brown Splash-In Seaplane event.

05 – Alex Belleque – Mike Lawrence VFC reported that Alex Belleque has been activated from the CG Reserves to active duty. Alex is stepping down as Flotilla Commander. Elections for Flotilla Commander will
be held at next month’s meeting on June 9.

There are 9 videos on the website detailing aspects of conducting vessel safety checks. One of the videos showed up on the Channel 2 website. SO-HR Steve Perez – Report on file (See Attachment A). Sexual Harassment Prevention training for each flotilla is mandatory. Steve believes it is important that operational crew and coxswain should take the training due to their high profile with the public and it may become mandatory for these members.

SO-OP Jim Kremsner – We have the Mike Brown Splash-In Seaplane event on Monday, May 31. The assets will be Camie Marie, Following Seas and 2 PWCs, Jim Kremsner and Dee Walter. Jack’s Special Events spreadsheet has been distributed and we are asking coxswains to respond to covering the events.

SO-SR Dee Dee Kincade – I will be updating the Division Website Calendar for items on Jack’s regatta schedule and events of the flotilla calendars I have received (11-01 and 11-04).

Old Business:
Jim Snell discussed the July 24 OPTREX. We have 23 signed up for a QE for the July date. Angelo Perata felt the 8-hour TCT requirement for new boat crew could be waivered for the QE session if the workshop is taken as soon as offered. Jim is asking that each candidate have a mentor who is responsible for the correctness of the paperwork. Jim will be making the request for QEs in mid June. At that time he will need to know the candidates, the facilities and the crew who will be participating in the event. The FSO-MTs need to get back to Jim with the candidate list by June 14. Look at the Division Calendar for events in June.
New Business: There was a discussion about a gift from the Division for Senior Chief Bennett for his Change of Command. The members decided on a Lake Tahoe coffee table book. MK1 Adam Barton will be having his Change of Command on Friday May 28. Uniform of the Day is Tropical Blues. Auxiliarists are encouraged to attend. The District Poker Run will be held on July 31 at Brannan Island, Sacramento. There is a registration form on the District website. Angelo will be cooking steaks and chicken at the evening BBQ. Angelo and Dave highly recommended attending this fun event. Dave needs an updated list of member phone numbers for the phone tree.
Good of the Auxiliary: A former flotilla 11-01 member and Division commander Rae Kleinen was named Auxiliarist of the Year by Sector San Francisco. The new Sector CAPT Stowe may be up here for the Change of Command on June 18. Mike Lauro DSO-VE Vessel Examiners Newsletter discussed the fact that we cannot conduct public flare training. Mike Lauro made his goal of 10,000 VSCs. There are 1477 active Auxiliarists in the District. We had a discussion on operational uniforms. Angelo also spoke about instructional videos.

Flotilla Commanders Reports

Operations
At Station Tahoe’s request, we continued two boat training throughout the month. Thanks to Bill Stolz, we had the Camie Marie to help the Station get ready for the STAN Team inspection the first week of May.
Our flotilla now has two Facilities available for patrols - the Camie Marie which is now at her summer home in the Tahoe Keys and Yule Tide which is out of winter storage.
We are going to kick off our summer Regatta Patrol season with the Spring Paddle at Sand Harbor followed by the Mike Brown Memorial Fly-In at Obexer’s and the Thunderbird Run SUP at Sand Harbor.
Awards
At the May 8th Pre-SAR Picnic, flotilla 01 member Bill Stolz, Rich Kishpaugh and Jack Leth received the Coast Guard Meritorious Unit Commendation. Dee Dee Kincade and Tom Henderson also received the commendation but were unable to attend the ceremony. Jim Kremsner and Tom Komadina from Division 11 received this commendation also. Congratulations to all!
Activities & Events
May 29 – We will have a VE Day at Meeks Bay & Obexer’s
May 31 – We may have a Safety Patrol for the Mike Brown Memorial Fly-In at Obexer’s. Participation depends on the outcome of the meeting with the event organizers later this week.
June 5 – We will have our first ABS Class at the Truckee Donner Recreation and Parks center.
June 5 – We will provide a Safety Patrol for the Thunderbird Run SUP from Sand Harbor to Thunderbird Lodge.
June 18 – Will be the Change of Command at Station Tahoe. All members are welcome to attend -- the time and uniform of the day are yet to be determined.
June 18-20 – Will be the Concours d’ Elegance Wooden Boat Show at Sierra Boat.
June 26 – We will have another VE Day at Ski Beach, Incline Village and Tahoe City PUD.

Nothing going on except for out Flotilla meeting.
Our Flotilla meeting was held on 5/18/10 at the South Lake Tahoe Marina Conference Room commencing at 1900.
Awards: Dick Clark advanced to AUXOP status. Also received certification for AUXSC&E Specialist and AUXSC&E Train the Trainer
Old Business: – Status of Douglas County Sheriff Course, Vic Beelik said that the course started off as not being too well received, but as the course went on everyone warmed up & by the end of the course all participants felt like they had gotten a lot of useful info. Dick Clark also indicated that a conversation he had with one of the participant that he would like to see more interagency participation. All are looking forward to the on the water part of the class.
Bob Oden will start putting Meeting/Courses offered notices into the “Tribune and Mountain News”
New Business: Status of facilities –We will have our facilities (2) in the water by 6-1-10.

On May 3rd, I will be teaching Sexual Harassment to Flotilla 11-01. Please be reminded that this is now an annual mandatory class for Auxiliarists. There are presently a couple of options to accomplish this, if any questions please feel free to contact me.

All IS Officers were notified of an impending Beta Test on New Web-7029H Form on May 11,2010. I truly hope that this Beta Test proves successful and we have a new method of submitting the Members Activity Logs.

In General:
Attached is a Spread Sheet for the proposed OPTREXs for our division. So far we have 23 members who want to go before a QE. Please review and let me know your comments or changes and also fill in the missing Mentor names.
Flotilla 01:
On April 24 nine members from flotilla 11-01, 11-03 and 11-05 took the Operations Workshop and TCT Refresher Course at my residence. We have two operational members who need to take these courses. The Operations Workshop must be taken by June 30.
Looks like our next member training project will be readying members to become Boat Crew on July 24 and an AUXCOM/PQS Training for members to become communication operator qualified.

Flotilla 03:
NAVRules classes and testing finished in April. Of the ten members of 11-03 and 11-05 who expressed interest in the class, seven members took the test. There will be a second test date scheduled for those members who want to take a retest or initial test. Those members wanting to take/retake the NAVRules test need to contact me if you have not already done so.
Crew training started in April at Tom Komadina's house with Tom presenting Medical. Several crew candidates are attending along with other crew and coxswains from 11-03 and 11-05 who made themselves available to assist in training.
April 28 - Medical. Tom Komadina presented the class at his house. Special thanks to Ellen for providing excellent cookies, and to Holly for making herself available for petting.
May 5 - Navigation. I presented the class at Tom's house, with Komadina style service again.
May 12 - Communications - I presented the class at my house. Hope everyone enjoyed the brownies and radio practice.
May 19 - No class due to Business Meeting.
May 26 - Marlinspike & Boat Nomenclature - Dennis Harms is scheduled to present the class at his house.

At the monthly meeting, the "One Hour Mandatory Operational Workshop" was presented by Jamie Baugh. Division Commanders Report: Dave Law: DTrain was a great success and was in budget. The Newly Elected Officer Training will be held on the weekend of the November District Meeting. The class will be held Saturday November 20 from 1300 to 1700 and Sunday November 21 0800 to 1630. Our District is in 110% compliance with the ICS 210 requirement for Coxswains. There are questions on the floor for the DCDR whether crew must now have the ICS 210 class and whether there will be another class before the August Past Captains Fair. There will be no reimbursement for personally owned PFDs. DIRAUX will replace badly worn Auxiliary PPE. National is still considering the wavier to wear personally purchased Auxiliary PPE not under orders. The Auxiliary budget was cut 20%. The May District Meeting will be a phone conference not a meeting held at Coast Guard Island. Upcoming District retirements and Change of Watches: Adm. Breckenridge May 17, CAPT. Cullen June 25 and CAPT Gugg August 19. Send pictures of National Safe Boating Week events to DSO-PA Jerry McAlwee. The District Poker Run will be held on July 31 at Brannan Island State Park, Sacramento. See the District Calendar for all the Division OPTREX dates. Elections for the District Bridge will be held September 11. Intent to run for office should be submitted by July. Divisions need to update their Readiness Plans. There will be no National or Pacific SAR completion in 2011 due to the budget deficient. A new Auxiliary Manual is due to be released in October. The manual will be available in CD form only. There will be a new Division Procedures Manual due out in the fall. New AUXOP courses are under review. There will be a new SAR Reporting form due out in the fall. New National policy is you must live in the same District that you hold office. Paddlecraft ID stickers will be available soon. Email OTO Kilburger with your order. District has deemed the VSC Decal deficit problem has been resolved. Recreational Boating Safety is the Coast Guard’s top priority for the Auxiliary.
IPDCDR Report, Dee Dee Kincade: The Change of Command for Senior Chief Bennett is being held on Friday June 18. Please plan to attend as it would be nice to have good representation from the Auxiliary.

Old Business:
• Division OPTREX – Jim Snell SO-MT reports that we currently have 18 members planning to go for a QE check ride on July 24. Jim plans to turn in the completed request to Gail the third week in June. Members going for new boat crew and coxswain must have all the qualifications completed by that date. We must also know on that date what facilities and crew will be participating for the request.
• Tom Komadina asked the members whether they wanted a Facebook and/or Twitter page developed for the Division. The members voted no. Tom asked about archiving blogs as the website has become slow in loading the blog pages. The members agreed to archive blogs older than 12 months. Tom asked about posting our videos on UTube. The members agreed with Tom that all videos must be edited by Tom before being placed on UTube.
New Business:
• Look at the Division Calendar for Flotilla and Division events.
• Vic Beelik is a coordinator for the interpreters for the USCG Auxiliary Interpreter Corps. The US Coast Guard Auxiliary Interpreter Corps is a Division of the USCG Auxiliary International Affairs Directorate. Interpreters are members of the USCG Auxiliary and offer their linguistic skills to the US Coast Guard and other agencies of the Department of Homeland Security. The US Coast Guard Auxiliary Interpreter Corps has 2 Competency Levels: Level “A” Interpreter fluently reads, writes, speaks and understands a foreign language in addition to English. Level “B” Interpreter speaks and understands a foreign language in addition to English, but does not necessarily fluently read or write in any language. Vic would like the Flotilla Commanders to survey their members to see if any of them speak a foreign language and if so would they like to apply to be an interpreter.
• An inquiry was made as to Bob Dickerson know whether there was going to be a Carson City Air Show this year.
• Dee Dee Kincade reminded FCs to have members take pictures of NSBW events for Dave Law’s Division report for National Safe Boating Week.
Good of the Auxiliary: Steve Perez spoke on the ArrowCreek golf club’s participation in a Palm Springs golf tournament where active military personnel were invited to play. He asked whether personnel at Station Tahoe would be interested. As Steve gets more information he will pass it on. Flotilla 11-03 Reno is starting a crew training program that will take place each Wednesdays starting on April 28. These classes will be held at Tom Komadina home and start at 1900. The April 28 will be the Mandatory Operations Workshop.

Operations
April has been another busy month for operations. We started the month where we left off last month with two boat training in advance of the Station’s RFO (Ready for Operation). The Station had their RFO the week of the 12th and passed their towing portion with flying colors thanks to the help of the Camie Marie on the 14th. The Station passed their RFO on the 16th and are now getting ready for the Stan Team next month.
This week we have night two boat training planned for Thursday and Friday with the Station. I think this will make 19 two boat training days with the Station so far this year (off to quite a start).
Activities & Events
At D-Train, our flotilla won the Vessel Examination Flotilla Trophy. This Award was made possible by the hard work and leadership of Joe Harris and all the flotilla VE’s. Joe Harris already has over 300 VSC’s this year. If we can get more decals, he will most likely do a lot more.
April 24th - Dee Dee Kincade will be giving the mandatory TCT and Operations Workshop at her residence in Incline Village.
April 25th - we will be at Reno Toy Storage performing VSC’s for his customers & anyone who brings their boat to his shop.
May 2nd - we will be at Reno Toy Storage for another VSC day.
May 8th - will be the Pre-SAR Picnic at C.G. Station Lake Tahoe
May 22nd - we have planned to have a Kayak Class at C.G. Station Lake Tahoe. This class may have to be canceled or rescheduled due to a conflict with the Spring Paddle the same day.
May 28th - will be the last day at C.G. Station Lake Tahoe for MK1 Adam Barton.
May 29th - we will be having a VSC day at Meeks Bay.

Our meeting was held April 21st at 1900 hours, only one award was distributed to Robin Morgan. The meeting, though short, was complete so as to allow Dee Walter to conduct the Sexual Harassment workshop. She did a great JOB and we are all very proud of her as she continues to step outside of her comfort zone and become a very active and important member of our flotilla.
Angelo Perata conducted the proctored NAVRULES exam just prior to the start of the meeting as a culmination of Dave Young’s hard work as FSO-MT, Good job Dave. The Melroy will be displayed at Cabelas during the safe boating week promotions at the end of May. Auxiliary members will be on had to recruit new members, answer questions from the public and push sign-ups for the safe boating class. Lastly, the kid’s free fishing day is approaching in June of which the auxiliary will be participating.

Our Flotilla meeting will be held on 5/18/10 at the South Lake Tahoe Marina Conference Room commencing at 1900. Current Program plan is to hold an “Operation” Workshop. Develop a plan for Crew/Coxswain Members Training so that they will be ready for QEing at our Division OPTREX.

Public Education
Our Flotilla will begin, over the next month, starting offering the new Paddle Sports America class. The current plan is for this class to be offered on the opposite months of our About Boating Safely classes.
Human Resources
At our Flotilla meeting on April 14th we elected a new Vice Flotilla Commander, Mike Lawrence. This election was approved by David Law and over scene by Leon Borden. We also have 4 new members who are currently in AP, as well as two further new members whose information has been submitted to DIRAUX.

The Mission Reports ANSC-7030 are back on the E-FORM list. I have found that if you have Acrobat 8 or less these E-FORMs work best. Acrobat 9 seems to cause problems with the E-Forms. ANSC-7030, ANSC-7038, ANSC-7039, and ANSC-7048 have an E-Form version. Any form that you fill in by hand or on the computer then printed could be scanned and emailed.
The following are REMINDERS:
If you are a staff officer or elected officer, your time preparing for meeting, attending meetings and doing work in your positions as 99A - Leadership. If you are not an elected or appointed officer and spend time doing for USCG Auxiliary that time is reported as 99E - OTHER
If you have been on an OPS, UW Mission the hours preparing and traveling to the water are reported as 99B - RBS. Once you are on the Facility and underway, the COXSWAIN does the reporting. If the vessel is trailered, those who ride in the truck pulling the facility will have their travel time reported by the coxswain if you did not ride in the towing vehicle you travel time and mileage is reported by you.
Prep for VE & RBSPV as well as PE & PA missions are reported as 99B – RBS. 99C - MS is restricted to time spent preparing and traveling of Marine Safety Missions. If you are an ATON Varrifier or a RBSPV visitor the time from when you leave until you return home is counted. Your last site as a visitor has the total hours on your form.
The AUXDATA Training Report "Training Management" has # of hours that have been entered in AUXDATA and # of VE's that have been entered. The key to all of this is HOURS NEED TO BE ENTERED INTO AUXDATA.
ANNUAL MEMBER SUMMARY & STATUS REPORT: This AUXDATA Report currently has 2009 hours and what each member accomplishments were 01/01/2010. When I looked at mine, I am not rated as a VE ... I have now done my two training VSCs and the MT2 form has been sent to DIRAUX; when I receive my letter of recertification, I will be able to do my five for 2010. It pays to check out your ANNUAL MEMBER SUMMARY & STATUS REPORT.

In General:
On 3/13/10 we retook the AUXSCE Written Test and all four students passed. Steve Perez, from 11-01, Nevin Armstrong and Robin Morgan, from 11-03, and Edward York, from 11-05. Steve, Nevin and Edward are now AUXOPs. CONGRATULATIONS!!! Dick Clark, from, 11-04, passed his AUXSCE challenge and also became an AUXOP. Only took a couple of weeks to get the results back this time. This makes a total of 21 AUXOPs in our Division.
Have asked the FSO-MTs for a list of possible candidates for the next Full, 32 hr, class. Only three so far.
Flotilla 01:
We continue to train with Station Lake Tahoe. Our operational boat crew trainees have had several opportunities to conduct towing operations with the Coast Guard. On the evenings of April 22 and the 23rd trainees were able to train at night with the Coast Guard allowing them to sign off this important boat crew task. The evening of April 22 tested the crew with rain and fog on the lake.
On April 24 10 members from flotillas 11-01, 11-03 and 11-05 will be attending the mandatory Operational Workshop and TCT Refresher at the residence of FSO-MT 11-01 Dee Dee Kincade.
I have contacted operational members from 11-01 who have let their qualification go into REYR. I have asked them to either bring their qualifications up-to-date or request from DIRAUX to be have their qualification removed from the program. One of the qualifications for the Flotilla Operational Award is to have all operational members current on the qualifications.

May promises to be busy with the regatta season getting underway as well as special events like the Mike Brown Splash In, currently being organized. Division 11’s Jim Kremsner was awarded “PWO operator of the Year” for 33 cumulative underway hours. Kudos to all the coxswains who were his Mother Ship during the operations.

Our Division is leading the way for VE’s this year and looking great in the District. As a reminder to all, there is a new SUB VE form being used in our district. This form is available from http://rbsafety.d11nuscgaux.info/ve/ve.html . As noted below no further decals will be to either the Flotilla MA officer or to the SO-MA. If you need decals, please contact me. As recommended by Mike DSO-VE (see note below) all requests for decals will be checked in AUXINFO/AUXDATA. Also as noted below the pass rate for most VFC’s is about 70-75% so in theory 100 decals should be good for 160-175 VSC’s. I recommend that all FSO-VE’s keep a simple log of the number of decals they issue to all VE’s in there Flotilla to insure they are able to obtain more via myself or in the unlikely event we run out, I can justify more decals from District. Please also note the (email attached) new tri-fold 2-sided VSC brochure that was introduced at D/Train that may be used for VSC stations, Program Visitor racks, and other PA events. The brochure is done in Microsoft WORD and is easily modified for your use. If you go to the "For Information Contact" section, you can highlight and remove my name and replace it with yours, and in most cases keep the same size font and centering. You can do the same for the phone number and email address. You will find the brochure listed on your D11NR Vessel Examiner website: http://rbsafety.d11nuscgaux.info/ve/ve.html under VE FORMS as ML-5 "Boat Smart from the Start" marked "NEW". Lastly, this is best printed on #67 weight paper, but, you can also use #20 regular or colored copy paper and also print it in black and white to save on color ink. To print, if you simply print one side and then flip it over and re-run the copy having both pages on one sheet. Another option is your local stationary store copy service.

1.) No more will be shipped to either the flotilla or SO-MA. I strongly suggest SO-VE’s keep a simple log of who receives supplies and when. 2.) New orange 3” x 4” kayak/canoe lost and found ID stickers being distributed by the Coast Guard. The “stickers” are in a very limited supply and most are not being distributed thru the Auxiliary, but thru the CG PA dept. to local CG stations. However, with little effort, I found an option that will work in their place. AVERY makes a 3”x 4” waterproof blank white polyester label # 5524. The labels come in a box of 50 sheets with 6 labels per sheet-300 total. They retail for $49.99 at stationary stores-about $.16 per label. They stick firmly and feature durable construction that allows them to repel water and moisture

Dee Dee Kincade will update the calendar for all flotilla events. The Navigator editor had positive comments on the blog that Jack Leth and Dee Walter wrote on dewatering boats on Pyramid Lake. The blogs are taking up a lot of space on the website. Tom asks: How long should the blogs stay on the website as the blogs are taking a long time to load and slowing the down the load time. The Division feels we should have Archives. Tom asked should we allow comments to the Blog? Should we add Facebook and Twitter? FCs were asked to take these questions back to their flotillas. Alex will talk to Irene about security issues. Tom will add the Division staff officers to the website. Tom will make flash links so the email addresses will not be harvested.

• Approval of Division Budget – Jim Kremnser made a motion to approve the 2010 Division Budget. Leon Borden seconded. There was no discussion. The budget was approved unanimously.
• Increase of Division Dues – There was a discussion on raising the Division dues as the account balance continues to decrease each year. We choose to be more fugal at the Division level. Jim Snell makes a motion to NOT raise the Division dues. Dee Dee Kincade seconds. The motion was approved unanimously.
• Phifer Award –We had a discussion on Station Tahoe not receiving the Phifer Award.
New Business:
• Event Participation in Local Events – all flotilla events, big or small should be put on the Division Calendar.
• Division OPTREX - We had a discussion on OPTREX dates. Jim Snell will let Dean La Chappell know we have selected July 14 and September 11. Jim has candidates from all flotillas but 11-05. COW Date – Dave will look into a Change of Watch date in November. Steve Perez tells us that ArrowCreek Country Club is not available on Saturday November 6.
Good of the Auxiliary: Vic Beelik is available to come to flotilla meetings to show his Antarctica slide show. The show is approximately 30 minutes.

Operations
March has been another very busy month for operations. We started with the Polar Bear Swim at GarWoods on March 6th where we provided an Auxiliary Facility as safety patrol. We then provided crew, coxswains & comms personnel for the Hook, Line & Sinker fishing derby on March 13th & 14th. While on patrol for the fishing derby on March 13th, we assisted with Two SAR cases. On one case, Station Lake Tahoe boat 25579 had to use their gas powered dewatering pump to refloat the boat. The second was a case of a small fishing boat taking waves over its transom. We had two auxiliary boats assist the two adults & one child by having one boat tow and the other use their portable electric pump to dewater the boat in route to the boat ramp.
March 13th, we also provided an Auxiliary Facility for a SUP board race at Sierra boat.
At Station Tahoe’s request, we have increased two boat training ahead of their RFO (ready for operations) qualification. To date this month, we have done five two boat training days with three more scheduled for next week. This has been made possible by having Bill Stolz’s boat in the water at Sierra Boat. Bill Stolz has been working very hard to organize crew and trainees for these two boat training days. We also have had trainees from our flotilla and one trainee from 11-03 take advantage of these training days.
Events
March 5th, we had our annual pre-SnowFest Pizza Party at Station Lake Tahoe which was well attended by the flotilla and active duty.
March 6th, we participated in the Tahoe City SnowFest Parade with Station Tahoe. We handed out candy, safe boating wrist bands & Marine Safety information. This year we had six Coasties participate in the Parade.
March 19th, we will present Station Tahoe with a 46” LCD TV for the meeting room. This TV will allow both the active duty and auxiliary to do Power Point & Multi Media presentations & training. The purchase of the TV was made possible by the generous donation from Robyn Genest in honor of her husband Walt Genest.
March 20th, we will be providing a TCT class for Station Tahoe & Auxiliarists.
During our March flotilla meeting, we had a great talk from BM1 Kinstrey about his time in the Coast Guard and what it has like on a boat in the Persian Gulf. For our April 1 meeting, we are honored to have Senior Chief to talk to us about his many years in the Coast Guard. He will have pictures and stories about some of the interesting cases and rescues of which he has been a part. I would also like to invite all members from our Division to this meeting 01-Apr-10 at 1900. This will most likely be the last time for many of us to hear these stories and ask questions of Senior because he will be retiring from the Coast Guard in June.

Our meeting was held March 17 at 1900 hours, a large number of service awards were given as well as a number of operational awards. Dave Young has stepped up admirably to begin member training with NavRules study for future testing. Dee Walters will be teaching the Sexual Harassment prevention course at the next meeting. The boat show was discussed as well as the Melroy as it pertains to the future patrol season. The Kids Free fishing day is coming up in June and all division members will be invited to attend.
BOAT SHOW WRAP UP REPORT
Perhaps the best looking booth ever was presented this year with the intertwining of NDOW with the auxiliary booth. It made for good dissemination of information, with no lag time to correct answers. We sent people over to NDOW and they sent people us so that much was accomplished. The only drawback was that the show was so small, many people felt they were ripped off for the admission cost compared to what they received in the size of the show. Perhaps next year and an improved economy will allow a bigger show.

Awards: Roy Priem was given an Award for 25 years of Continues Service. Stu Harrington given an Award for completing the “AUXSEA” and “AUXCOM” courses.
Old Business: Dick Mc Sorley pass out the “Don’t Move A Mussel!” poster and handouts to be distributed by our members.
New Business: 1) Forms 7029 were once again discussed.
2) DTRAIN was discussed and it looks like only Vic Beelik, and wife, will be attending.

Public Affairs
March 12th – 14th, our flotilla worked with Flotilla 11-3, and the Nevada department of wildlife in the Reno Boat Show. The use of our “Tiny Tots” program, along with PFD panda along with the Melroy from Flotilla 11-3, and Bobby the Boat from NDOW where a great success. We had the chance to reach a number of boaters, and strengthen our presence in the local boating community. The joint effort of Flotilla 11-3, 11-5, and NDOW, was a great benefit to all, and received very well.
Public Education
March 20th, we held our first public education of the year. All of our students pass and said the benefited greatly from the class.
Operations
March 13th & 14th, we were able to provide crew for auxiliary vessels on patrol for the Hook, Line & Sinker fishing derby.
Feb meeting Boat show info we will be with NDOW and the Boating Class will be March 20 for signups from Boat Show. Class to held at IGT. Computer Class and Sexual Harrasment Classes given to members to meet requirements.

North Lake Tahoe, South Lake Tahoe, and Reno Flotilla FSO-IS's have not reported any problems.
Carson City Flotilla FSO-IS resigned. I have asked for and received permission to train (one on one)
the new appointee to FSO-IS. He/she would need to take the C-10 Course when it is offered in
2011, hopefully it will be on the West Coast.
There is a rumor that the C-10 Course is a weeklong event. That is incorrect. The C-10 Course
is 2.5 days with a day before and a day after for travel. This; course is taken under orders and
is reimbursable regarding travel, food and lodging.
The hours members stood watch and signed for at the RENO MOTORSPORT EXPO held at the
Convention Center in Reno on March 12-14, 2010, has been entered. A REMINDER: travel
time, prep time, parking fees, and mileage are reported on the ANSC 7029.

I have had a lot of questions on mileage and expenses to be reported on the new 7029 form. The mileage should show the total miles driven during the report period shown on the 7029 which
had NOT been covered by any other reimbursement. The expenses the same, only report expenses
that were not covered by any other reimbursement. Do not include the cost of fuel for your mileage
as the government will calculate the cost of mileage by the government mileage rate which changes
periodically throughout the year. WHEN DOING DATA INPUT: Only report the mileage and expenses once per form.
It does not have to be shown on each mission and it makes no difference which of the five missions it is reported on. The total mileage and expenses may be retrieved from AUXINFO under the MEASURES.
The E-Forms for ANSC-7029 and ANSC-7030 are still being worked with by the powers that be.
The forms we have available can be filled in on line and USPS mailed or can be scanned and sent
as attachments to emails to your FSO-IS.

In General:
On 3/6/10 Dick Clark Challenged the AUXSCE Test, Charting and Written. His Chart was sent back to the SAR Training School, New Procedure, on 3/8/10, and I was notified that it was received approx. one week later. On 3/13/10 I gave five Written ReTakes and all six tests were sent to DIRAUX, on 3/15/10, who will foreword them to the SAR Training School for grading. I also notified my contact at the school and she promised they will be graded in a timely manner.
The new AUXSCE Procedure 1/11/2010 now requires the anyone taking or challenging the course must have taken AUXACN and passed. Prior to this revision it only applied to those who wanted to be a Train The Trainer.

Flotilla 01:
TCT Class Offered on March 20.Jerry Collins is coming to Tahoe to conduct a TCT (Team Coordination Training) class on Saturday, March 20. This is a joint class for both Station Tahoe and the Auxiliary. It is difficult to get a facilitator to come to our area more than once a year. If you are planning to become Boat Crew this year or need your 5-year renewal PLEASE try to make this class. Otherwise you will have to take the class outside the area such as the Past Captain’s Fair in August at Coast Guard Island Alameda. The class will start at 0900 at Coast Guard Station Lake Tahoe. The class is approximately 6 hours. We are planning a potluck BBQ for lunch (weather permitting). As of March 16 there are 5 Coast Guard and 12 Auxiliarists signed up for the class.
We are conducting on-the-water training regularly with the Coast Guard. Bill Stolz emails invitations to join the training. This is a perfect time to train with the Coast Guard and prepare for Boat Crew. Several members from 11-01 and one from 11-03 are taking advantage of the excellent training opportunity.

Flotilla 03:
I will be offering a NAVRULES study group starting Wednesday starting at 6PM in the meeting room at Round Table Pizza. There will be lots of homework. You will pass the exam. Everyone is welcome to join. Members of 05 are expected to attend.
There has been some interest expressed for AUXOP classes. I will start holding AUXOP classes after the conclusion of the NAVRULES test.
There are several members, including myself, that are looking towards CREW and COXSWAIN qualification. July has been suggested as a date to get QEs scheduled.
We have no FSO-PE. This is an opportunity for you to volunteer. There is a Public Education class scheduled for March 20 (Saturday).

With the Presidents day and KBUL fishing derbies behind us we are at a lull on Pyramid lake, however Bill Stolz and Jack Leth have been busy with 2 boat training and a polar bear swim as well as a paddleboard event. The Regatta season will soon be upon us and operations will be on a roll. A report will be forth coming in the next week or so with events for our operational personnel. It has been suggested that the end of July or the Beginning of August will be the best time for an OPTREX event for our division.

Initial allotment of VE decals from ANSC have been mailed to all Flotilla’s per ANSC. The division resource allotment has yet to be received, it is expected in early April. For all people or persons who do a high number of vessel exams, please be understand that the district is doing their best to get us decals. We should have more decals in April. If you are planning of a VE day or blitz, please do the best you can with the decals you have, even if you know you will not have enough for what you would like, please do as many as you can. District requests that all photos of facilities be entered into POMS. There was a discussion on whether radio facilities need their pictures in POMS. The new Auxiliary Manual is due out in 2011. The manual will be available on disc and online only. The AUXOP program will be changing. The changes will be announced soon. Plastic racks for materials are being considered for Program Visitor displays. The Ferry Vessel Audit Program on the west coast is going National. NACON (National Conference) will be held in Scottsdale this August. The new Commandant of the Coast Guard will speak at the event. The Coast Guard Modernization Program has passed the House of Representatives and now goes to the Senate. There will be no SAR Competition in 2010. The new Auxiliary Manual will supersede the Standing Rules. This may mean that all units may have to change their Standing Rules. DTrain - The last date for hotel registration for DTrain is March 5. There will be an all hands meeting with the Admiral. There will be a POMS Roundtable session. Division Commanders will be notified of recipients of awards to be presented at DTrain. Dave will let the Flotilla Commanders know who will be receiving awards so they could then encourage award recipients to attend DTrain.
IPDCDR Report, Dee Dee Kincade: Flotilla Commanders were instructed on what should be reported in a Flotilla Commander’s Report to the Division Commander. Dee Dee received a pre-release of the new Kayak Class Student Manual. If anyone is interested she will provide a copy.
Vice Division Commander Report, Leon Borden: Leon asked that reports and documents be sent in .doc or .pdf file formats. Several members cannot read the Office 2007 Word .docx file format.

01 - Tom Henderson – Report on file (See Attachment A). Flotilla 11-01 and the Coast Guard will be participating in the Snowfest Parade in Tahoe City on Saturday, March 6. They will also be having a pre-Snowfest Pizza Party on Friday, March 5 at 1730 at Station Tahoe. Members from the other flotillas are welcome to come to both events. Operations are stepping up their 2-Boat training with the Station to help them get ready for their RFO (Ready for Operations).

Dick has seen the success of this program in California and would like to bring the program to Nevada. The State of Nevada is willing to work with us, provide us with materials and give us access to the State Parks. Leon would like to see the Dock Walker Class brought to our area.
SO-MT Jim Snell - Report on file (See Attachment A). We have a tentative date for the retake of the AUXSC&E class on March 13. New procedures for the class came out in January. More changes need to be made.

SO-VE Alex Belleque – Report on file (See Attachment A). There was a discussion on the new distribution program of VSC decals. There has been a significant cut in the VE budget that went toward the printing of the decals. Distributing decals amongst the flotillas needs to be monitored.
Old Business: The revised Division Standing Rules will be resubmitted to DIRAUX.
New Business:
2010 Budget – There was a discussion on increasing the Division dues for next year. The budget will be reviewed by Dave Law and Dale Herman and will be emailed to the Board prior to our next meeting. We will vote on the budget at the March meeting.
SO-CS Tom Komadina request for 11-03 payment – Dee Dee Kincade made a motion to authorize the payment of $36 to Reno Flotilla 3 for our half of web hosting charges for the next year. Leon Borden seconded. The motion was unanimously passed.
Pyramid Lake Fishing Derby March 13-14. The SO-OP was not present. The SO-OP report outlined the facilities participating although crews had not been determined. ACUs were determined during the SO-CM report.
Reno Boat Show March 12-14. Dee Walter is organizing the materials for the event. The Whaler and Tiny Tots will be in the 30’ booth. Our booth is next to NDOW. There will be a sign-in and sign-out sheet to report member hours. There will not be a sign-up sheet for members who plan to participant. They can come at any time to work the booth. Uniform of the Day is Tropical Blues. NDOW requested no ODUs. Those who do not have the uniform please wear business casual. Go to the vendor registration desk to receive entrance to the event. Your uniform will identify you as working our booth. Members who are not wearing a uniform are to call a member at the booth and they will get them admittance along with their Auxiliary ID card.
Lake Tahoe Paddleboard Race Saturday March 13. We are watching for details on this event. The event will be held in Kings Beach.
Tahoe City Snowfest Parade Saturday March 6. Other flotillas are invited to join. Uniform of the Day is ODU with Float Coat if weather requires. The SAFE Boat and Coast Guard will be present. We walk the parade route handing out candy and boating safety materials. Staging is at 1030, the parade starts at 1130 and ends at 1230. After the event Flotilla 01 will be providing a safety patrol for the Polar Bear Swim at Gar Woods Pier in Carnelian Bay, CA.
DTrain 2010 Friday-Sunday March 26-28. Several members will be attending.
8 Hour TCT Class at Station Tahoe. Jerry Collins has offered to teach the class. Update: The class is being taught on March 20. Please have members take the class who are planning to become Boat Crew this year.
Division plan for an OPTREX at Lake Tahoe. The District Calendar is showing planned OPTREXs for other Divisions on June 19 and the 26. The SO-OP and SO-MT should start planning now for an OPTREX date for our Division. It would be prudent to place a date on the District Calendar in July or August so we are guaranteed QEs this summer to requalify our Coxswains and qualify new Boat Crew.
Kids Free Fish Day is being held on June 12 at the Sparks Marina. Flotilla 11-03 will have a booth at the event. Event runs from 0700 to 1300.

Flotilla Commanders Reports

February has been busy in operations. We helped with crew & coxswains for the Crosby’s Fishing Derby Feb 6th, 7th, 13th & 14th on Pyramid Lake. Dave Law, Jack Leth & Bill Leoppard provided Auxiliary Comms for the event.
February has also seen us doing more two boat training with Station Lake Tahoe. The Station has requested our help to help them train new crew members & coxswains.
Our flotilla has decided to use the generous Genest donation to purchase a 46” HD LCD TV for the meeting room along with a plaque for the Auxiliarist of the year in his honor. These purchases should be complete very soon. The TV will be used by the Station & Auxiliary for meeting presentations and general viewing.
March 6th / We will be participating in the Tahoe City Snow Fest Parade with the Station. March 5th we will have a pre-Snow Fest Pizza Party at the Station for all the active duty & auxiliarists.
March 6th / We will also provide a Safety Patrol for the Polar Bear Swim at GarWoods.
March 13th / We will provide a Safety Patrol for the Stand Up Paddle Board Regatta at Sierra Boat.
March 13th & 14th / We will provide crew members for the Hook, Line & Sinker Derby at Pyramid Lake if needed.

Our meeting was held on wed, the boat show schedule and the disposition of the melroy was discussed. Kathy boyne gave a impromptu class on the proper use of the new 7029 form for hour reporting. The kids free fishing day is again being hosted by the auxiliary. "cip" Cipriano will be attending the first meeting and will be reporting at the next meeting.

Our Flotilla meeting was held on 2/16/10 at the South Lake Tahoe Marina Conference Room commencing at 1900.
Old Business: Discussion on the use of the new 7029 and the recommendations that each member fill one our every month.
New Business:
ODUs—Dale Herman showed us both the Tucked and Non-Tucked versions. ODU will be the Uniform of the Day for 11-04 Patrols this season now that they are available.
DockWalkers Program was discussed and interested in training was shown. We want to go along with Division Policy. Some Material was handed out by Dale.
DTRAIN was discussed and it looks like only Vic Beelik will be attending.
VE— All material has been received except of the Decals. 200 wanted.
Program for the evening was the COW Slideshow.

Thanks to Dave Law, Jack Leth and Bill Leoppard for providing the Auxiliary Communication Units at Pyramid Lake for the Crosby's Fishing Derby. The next Fishing Derby at Pyramid will be the KBUL Hook Line and Sinker on March 13 and 14. Since other events are happening on that same weekend the current ACU personnel need to inform me which events they will be attending. There is the Reno Boat Show and a Paddle Board event at Lake Tahoe on that same weekend.

Reminder: New ANSC-7029H and ANSC-7030H. Currently neither of these forms are listed on E-FORM page. There are new directions for each as of January. I have attached copies of each with directions.
As part of the SO-IS job, I am to approve the entries the Flotillas have entered. I plan to do this quarterly, i.e. the first week of April, July, October 2010 and January 2011. I will review entries upon request of the FSO-IS more often. As of now all 2009 entries have been reviewed and entered.
On the 1st of February, the REYR were determined. FSO-IS will see the results by running the Training Management Report from the Training tab on AUXDATA menu

Working with Dick McSorley and NDOW on Dockwalker program trying to get a Dockwalker class at Tahoe. I encourage anybody interested in Marine Safety to attend DTRAIN. There is going to be classes on Water Way Watch, the Trident Program and the direction the Coast Guard wants the Auxiliary to go in Marine Safety.

In General: Have received the AUXSC&E Retake Written Test and have set up a tentative Test Date on 3/13/10. Also Dick Clark is Challenging the Course and has passed the Practical Part, Charting, and will be taking the Written Test around the same time. When completed Dick will become an AUXOP. Go Dick!!

The next time you see Bill Stolz please say congratulations. Bill passed his last AUXOP class (AUXSC&E – Search and Rescue) and is now eligible to wear the AUXOP device. He will join Angelo Perata, Dave Law and Jack Leth who have the designation as AUXOP. Bill also became a trainer for the AUXSC&E class.
A congratulation also goes out to Tom Henderson and Pat Walter who also passed AUXSC&E.
Bill King, a member who you will see in the spring as he spends his winters in South Carolina, has completed the security progress and now is a member.
If you are planning on becoming Boat Crew this year there is some shore side work that you can do this winter. Although Bill King is away from Lake Tahoe, he is busy taking his required ICS (Incident Command) classes and his boating safety class online. Boat Crew must take ICS 100.a and 700.a. You must also have taken a boating safety class in order to qualify for any mission. You can find the ICS 100.a and 700.a classes here:

Another options for a boating safety class is that we hold one for our members. Our classes for the public do not start until May, but I can speak to our instructors. Members that are shown in AUXDATA as not taking a boating safety class are Tom Gardtman, Bill King, Jeff Mays, Chris Minedew and Linda Thee. If any of you have a certificate that shows you have at some time taken a boating safety class please get me a copy and we can correct your designation in AUXDATA. If you are interested in taking a boating safety class within the flotilla before the summer season, please let me know.

Past Captain’s Fair
Early registration for the Past Captain’s Fair at Coast Guard Island, Alameda on February 20-21 has passed and several of the classes are full. But if you are interested in attending the last day of registration is February 15. I have attached the flyer.
DTrain
The registration form and schedule for DTrain (District Training Conference) has been released. You can find them at http://resource.d11nuscgaux.info/d-train/index.html. DTrain is being held in Rohnert Park, CA on March 26-29.
At DTrain the mandatory D11N Operations Workshop and the TCT Refresher course for Operational members will be taught on March 29. Several of us plan to attend. We will then bring the materials back to be presented to the flotilla. This year the deadline for these workshops is August 1.
RBS Insignia
Members received an email recently on the eligibility criteria for receiving a RBS (Recreational Boating Safety) insignia. The RBS insignia recognizes extraordinary effort of Auxiliarists who consistently provide strong support to RBS programs. Its eligibility criteria require significant RBS program activity over a minimum period of two years. A summary of RBS insignia requirements that follow:
a.Compilation of 120 points per year for two consecutive years (for a total of 240 points) is required. Hours for prescribed mission codes are reported on the Mission Activity Report (ANSC-7030) form. Vessel Safety Checks (VSC) and vessel facility inspections are reported on the Vessel
Examinations Activity Report (ANSC-7038). RBS Program Visits are reported on the RBS Visitation Report (ANSC-7046).
b.Public Education: Hours recorded using any mission code 14. 1 point-per-hour as lead instructor and 0.5 points-per-hour as an assistant/aide.
c.Public Affairs: Activities promoting RBS in the following areas. 1 point-per-hour limited to actual mission hours:
(1) Speech/Talks, mission code 10B.
(2) Broadcast Media, mission code 10C.
(3) External Print Media, mission code 10F.
(4) COMREL, Mission code 10J.
d.Vessel Safety Checks and Vessel Facility Inspections: Based on the number of VSCs and/or vessel facility inspections. 1 point-per-check or inspection.
e.RBS Program Visitation: Based on the number of RBS Program Visits. 1 point-per-visit.

Jerry Pearlman earned his RBS insignia last year. Tom Henderson, Joe Harris and Bill Stolz received over 120 points last year and are eligible to receive the device if they received another 120 points this year. I handed out the Paton Sheets to 11-01 and 11-03 at the January Division Meeting. I will have the Paton Sheets for 11-04 at the February Meeting. I assume that all the Aid Verifiers in Division 11 are receiving the DSO-NS report from James Duncan. FSO-NS ask your Aids Verify members. There are new discrepancy report forms for the Aton Program and the Chart Updating Program.

Patrols on pyramid lake were conducted on Feb. 6, 13, 14. It included 2 11-03 facilities, 1 11-05 facility, 1 11-01 Facility and USCG 578. A successful time was had by all though uneventful because of good weather. Training was conducted and boat crew sign-offs were conducted by Jim Kremsner and Tom Komadina. Land Mobile facilities were used and were invaluable conducted by Dave Law, Jack Leth and Bill Leopard, thank you gentleman.
Patrols coming up include A SUP event at Tahoe Being handled by Bill Stoltz. And the KBUL fishing derby March 13 and 14, current participants include facilities, Shivr Me Timbers, Following Sea, Carolyn J and a tentative nod from USCG 578.

As of today the following flotillas have either turned in their VE goals for 2010 or contacted me regarding number of decals needed; Flotilla 11-4 150 to start, Flotilla 11-5 150, Flotilla 11-3 200. I have not received a report for flotilla 11-1 as such at this time no decals have be allotted by me to ANSC for the April order. Flotillas that have not ordered there initial quantity of decals from ANSC should do so ASAP. As a reminder, once each flotilla has used all of their initial decals they can contact me and request more decals based on their total VE’s to date. A request for estimates of total decals needed for the year by each FSO-VE has been sent out and this information is valuable in knowing the correct number for ordering more. Mike Lauro (DSO-VE) would like our district to be the highest in the nation, so please keep this goal in mind when you decide how many you will do this year. As we recruit new members to each flotilla the VE program is a simple yet fun program to get members in to right away. This looks good for our division and district to have new members qualified in an area as soon as possible.
Please remember to take photos when you are conducting a VE station and submit them to the web for posting on the District VE site. All members who are qualified VE’s should check the district VE webpage frequently for the most current information. Also be sure to sign up for the district VE mailing list.

Reminder from DSO-VE Mike Lauro
PLEASE be extremely careful if using a blade to remove the backing on the new 2010 VSC decals! The new 2010 VSC decals MAY NOT be scored on the back to remove the backing. Both ANSC and the V-Dept Director have been made aware of this issue. As a note, please see the attached letter regarding PFD Savers.

Steve Perez – Golf Tournament Update
Golf Tournament - is on schedule as of right now. We will be ready to go to print with some of our tournament documents shortly. Please start lists of businesses and individuals in your areas you will want to approach for donations or tournament participation.
One question for all, does anyone have a good source for printing handouts, posters and signs? Please let me know as soon as possible.

Highlights:
1. Boat Crew Training with Station Tahoe
2. Crosby Fishing Tournament at Pyramid Lake
Details:
1. Boat crew training has been suspended during haul-out of auxiliary boats. Training will resume later this month after maintenance is completed.
2. At the request of Station Tahoe, four Auxiliary Facilities and two Land Mobil Facilities will provide safety patrols at Pyramid Lake for the weekends of February 6th and 7th and 13th and 14th. This tournament draws more than two hundred fishermen to a desert lake with extremely cold water and a propensity for sudden high winds and rough water.
Agency Interactions:
1. At the request of Station Tahoe, Auxiliary Division Facilities will patrol the Pyramid Lake Fishing Derby.
