Approval of Minutes: Motion made by Ricky Thomas, seconded by Leon Borden to approve the March 2010 Minutes. There being no discussion the minutes were adopted.

Division Commanders Report, Leon Borden: (See Attachment A). Leon was unable to attend the District Webinar meeting due to technical issues. Steve Perez attended the meeting and described the Webinar process. Leon discussed a website censorship issue. Leon mentioned that we need facilities to cover events.
Station Lake Tahoe Auxiliary Liaison Report BM2 James Macri: Not Present.
Coast Guard Liaison Report, Jack Leth: Not Present. Dee Dee Kincade gave the report. BM2 Crystal Lynskey is leaving on April 29 to be stationed on the USCG Barque Eagle. XPO BMC Jason Grimm and ME2 Aaron Demucha will be leaving on June 17. 11-01 created personalized thank you cups for all these people. Auxiliary members are encouraged to attend the farewell ceremonies. There are several new people at the Station. 11-01 helped the Station with 5 training patrols in preparation for the RFO and provided a tow vessel for the RFO. The Station received 48 out of 50 points. Tom Henderson passed the PT and AOR exam for CG Boat Crew. I have been helping with administrative duties over at the Station.
IPDCDR Report, David Law: Not Present. No report submitted.
Vice Division Commander Report, David Young: (See Attachment A). Dave has added flotilla activity hours to his report. He is reporting the prior month so the IS officers have time to enter the data.
Flotilla Commander Reports:
01 - Tom Henderson – (See Attachment A). In addition to the Liaison report, Tom helped the Station prepare for the RFO. Jerry Gilmore reported on his attendance at the TRPA Invasive Species Workshop. Blue Boating fees are expected to stay the same. There will be no inspections at the ramps. The inspections will be held at designated inspection areas; Spooner Junction, Meyers, Alpine Meadows and Northstar.
03 - Jim Kremsner – (See Attachment A). John Boyne reported for 11-03 that on May 20-21 they will be having an information booth inside Cabellas. The Melroy may be brought to the event. John spoke about the Memorial Day VSC event at Lake Lahontan. Lyon County Search and Rescue will be providing breakfast, lunch and dinner to Auxiliarists who register with Jim Kremsner. May 21 is the National Ready, Set, Inflate event. John conducted the OPS/TCT Workshop at their last meeting. Lyon County SAR is asking for donations for a life jacket give away at Lahontan for Memorial Day weekend.
04 – Stewart Harrington - (See Attachment A). Stu has changed his email address. It will be reflected in Staff email distribution list. 11-04 has changed the date of their July ABC Class due to a room conflict.
05 – Ricky Thomas – (See Attachment A). Ricky is in contact with NDOW on providing a life jacket station at Lahontan for Memorial Day weekend. 11-05 will be participating at the Cabellas May 20-21 event. There should be someone there to give a 20 minute boating safety talk. There is going to be a Military Air Show at
the Carson/Minden airport on August 27-28. 11-05 will be providing an information booth. All flotillas members are welcome to help.
Staff Reports:
SO-CM John Boyne – (See Attachment A). John reported that he attended a NDOW Invasive Species certification workshop. He is now a level one inspector. There were people there from Pyramid Lake.
SO-CS Tom Komadina – (See Attachment A). Please let Tom know of email changes for the Staff distribution list. Congratulations to Dave Young for receiving the Best of the Web Flotilla Award at DTrain. Tom has been working on the District Store website and will resume the Non-Motorized Division website page shortly. The District Store is making significantly more money than before the website redesign. The website is drawing orders from D11S.
SO-FN Dale Herman – Dale had a computer crash. There have been no changes since the prior report. Dale will be sending bills out to the FCs for new members.
SO-HR Steve Perez – (See Attachment A). Steve is looking for a replacement SO-HR.
SO-IS Jim Snell – Nothing new to report. Password requests should go through Jim.
SO-MA Pat Walter – (See Attachment A).
SO-MS Leon Borden – Dick McSorley 11-04 is pushing the Dockwalkers program. Dick will be meeting with Vivian on May 18 in the Bay area to discuss the Dockwalkers program at Lake Tahoe.
SO-MT Jim Snell - (See Attachment A). Jim will be making an inquiry into Division members who require the 8-hour TCT class and those that would like to take the New Member Orientation Course. 11-01 will be conducting the OPS/TCT workshop on the evening of May 18. Members from other flotillas are welcome to attend. The Sea Story is available for printing on the National website.
SO-NS John Boyne – (See Attachment A).
SO-OP Jack Leth – Not present. Bill Stolz’s facility Camie Marie has been relocated to the Tahoe Keys Marina and will be unavailable until he returns from vacation after May 18. Jack Leth’s facility Yule Tide is coming out of storage to be repaired this coming week.

SO-PV Bill Stolz – (See Attachment A). SO-SR Dee Dee Kincade – (See Attachment A).
SO-VE Bill Stolz – (See Attachment A). We have added another VSC Day, at the Toy Storage, May 21. 11-04 will be hosting the Meeks Bay VSC Day on Memorial Day weekend. VSC Days are open to all Vessel Examiners. Bill contacted the local beer distributors and they are not aware of the National campaign.
Old Business:
Change of Watch: The decision was made to hold our Change of Watch at the Casino Fandango in Carson City, NV. It was also decided that the event will be a luncheon. Stu will be making reservations this week.
District OPEX: The District OPEX is going to happen. District will not be reimbursing coxswains to tow their facilities to the event.
America’s Cup: No new information.
New Member Orientation: We need to know how many members would attend. There is a lot of good information in this course for all members. Dee Dee Kincade suggested including this course at the Division Training and Picnic. Various locations were suggested.
New Business:
Division Picnic: Are the members interested in a Division Picnic? Various dates were suggested. The calendar is pretty well booked up on Saturdays in the summer months.
National Safe Boating Week: Please report events to Leon.
New Mandatory Courses: Steve Perez said the roll out date is scheduled for late summer. But he feels that will not occur and therefore the flotillas should plan on conducting the Diversity Workshop (formally called the Sexual Harassment Prevention Workshop) this year. Steve will make himself available to give the class.
Good of the Auxiliary: None.
Notices: Our next Division 11 Meeting will be held May 23 at Coast Guard Station Lake Tahoe, 2500 Lake Forest Road, Tahoe City, CA.

1. The meeting was a webinar and due to several computer problems I was unable to take part.
2. The need to put on an OPTEX with another Division is no longer required.

1. Reports are due the Saturday prior to the division meeting.
2. Officers should review the tracking document “Report Tracking” in Google Docs to assure that they have submitted reports. I will have the report updated by noon today.

Flotilla Commander Reports:
Tom Henderson 11-01
DETAILS
1. April has been busy with at least five two boat training days with Station Tahoe in preparation for their RFO (Ready for Operations) exam. Camie Marie has provided the facility for these days and for the on the water portion of the RFO itself which was held April 19th.
2. We continue to have members training to become Watchstanders & Boat Crew for the 25’ Defender.
3. Dee Dee Kincade has been helping Station Tahoe with their A-Frame rentals at the request of the Station.
4. We also provided some administrative assistance to the Station in getting them ready for the RFO.
AGENCY INTERACTIONS
1. FSO-OP Jack Leth is working with NDOW and we now have 100 each of the five Paddle Sport brochures.
2. Dee Dee Kincade and Jack Leth continue to work with Sue Rae Ireland at the Non-Motorized Working Group to provide a link to Paddle Safety info on our Division Website.

Jim Kremsner 11-03
Our meeting was held April 20 2011 at the round table pizza. Discussed were the upcoming events for cabelas boating safety days may 21 and 22. Also, the VE day signups for camping at Lahotan for the Memorial Day weekend a signup sheet was passed around The Cabellas event has been posted to the national site for Ready Set Inflate. Next meeting was set for May 18th 2011.
Stuart Harrington 11-04
1. James Snell, Vic Beelik and Stuart Harrington were awarded certificates of Appreciation for their work as instructors.
2. ABC classes will be held on June 18, July 9 & August 20. This is a revision of the previous plan. The date for the July class had to be changed because of a scheduling conflict. The classes will be offered at a cost of $25, plus $10 for a spouse. The classes will begin at 8:30 AM and end a 5:00 PM. Instructors were assigned for each of the classes.
3. Mort Meiers sought volunteers to help with the “Outside” radio program. Members of the flotilla will be calling in to the show to give a brief weather update each weekend throughout the summer. This is an excellent means to enhance boating safety and to provide additional exposure for the flotilla.
4. The meeting concluded with a TCT-OPS briefing.

I forwarded the DSO-CM Report for March to the FSO-CM members. DSO-OP April Report: “COMMUNICATIONS: More information on “OPS NORMAL” reports. We hear a lot of boats saying "Ops Normal", then they say they are tied up at fuel dock, towing a boat, tied up for lunch, doing hello hoists, or something else. That is NOT “Ops Normal". In those cases they should say that their ops situation is "towing disabled boat" or whatever instead (and still the position, of course). “

A number of new items have been coming down the chain with regards recruitment and retention.
1. Most important is a new recruitment tool:
a. U.S. Coast Guard Auxiliary New Member Orientation.
b. This will consist of a "live" interactive web broadcast every Tuesday Night at 7:00 PM.
c. To access this "webinar" go to the District web site, go to Human Relations (HR), and click on go-to-web.
d. This broadcast is intended for all new or "possible" applicants as an introduction and to provide answers to basic questions and concerns. It will allow an applicant to see if they are a good "fit" to the Auxiliary. This is intended to assist new members with things like introduction to the Aux, uniforms, protocol, etc.
e. This will allow new members to get a running start, rather than sit in the back of the room and wonder why they are there.
f. Please utilize this new program, it could reap great benefits.
2. Attended D-Train, with the emphasis on HR, recruitment and Diversity.
3. Mandatory Training:
a. There are new mandatory training requirements coming later this year. The web site is being worked on, and will provide easy access to 7 or 8 areas that will affect every Auxiliarist.
b. Note: Do not try and circumvent the above training by going to the Gold Side training site.
c. I will keep you informed of all of the above training and programs.

I will be asking the Flotilla’s for a list of members who are interesting in attending the “New Members” Training Course. Also a list of members who want/need to take the 8 hr TCT course.
Flotilla 01
OPS Workshop and TCT Refresher
Flotilla 11-01 will be conducting the mandatory OPS Workshop and TCT Refresher course at the residence of Dee Dee Kincade on Wednesday May 18 at 1730. Members from other flotillas are welcome to join us. I plan to conduct another OPS/TCT Workshop on a weekend in order to pick up members that were not able to attend on May 18.
New Member Orientation
I have looked over the Division 6 New Member Orientation Course and feel the program would be very helpful for both new members and as a refresher for others. I feel this is an excellent way to get new members involved in the Auxiliary. I would like to suggest that we conduct the classes at a Division wide picnic and training day.
More on New Member Orientation
An email came out a couple of weeks ago to all members on a new Prospective and New member informational orientation Webinar. One of our members, Jeff Mays, attended the April 12th session and found it very beneficial. Jeff is going to write up a summary as to what he found interesting and useful from the session.
New Aids Verifiers
I had not heard back from any of the other flotillas on whether there are members who would like to become Aids Verifiers. So I am assuming that there are no others than Dave Young, myself and 2 others from 11-01.
CG Boat Crew and Watch Standing Program
Tom Henderson has completed the physical requirements for CG Boat Crew and is on his way. Tom and I have passed the AOR exam. I conducted an AOR exam training for Pat Walter and Bill Leoppard. It is currently quiet over at the Station. Station Tahoe will be taking over the Watch Standing from Sector for the summer season starting in mid May. At that time trainee Watch Standers can start standing hours at the COMMS center.

Flotilla 04
The flotilla conducted a one hour TCT-Ops briefing after the flotilla meeting on April 19, 2011. Stu Harrington acted as the instructor. Members in attendance were: Jim Snell, Bruce Cole, Vic Beelik, Dick McSorley and Dick Clark.
Douglas County Sheriff's Department on the water classes to be held the last week of May or the first week of June. This will complete the training that was begun last year.

I forwarded the DSO-NS April Report to the FSO-NS and all NS qualified members. FSO-NS in Flotilla 03 reported checking five Patons. Four were watching properly and one was missing. The one missing at Sierra Boat will be replaced in May when divers are available.

I hope to get the ball rolling on our Tahoe dealers now that things are starting to thaw out. All Truckee Meadows dealers are fully stocked.

1. All approved Division and Flotilla minutes have been sent to Joyce Bell DSO-SR for January and February.
2. This is a reminder to all Flotilla Commanders that the minutes to your meetings should reflect all motions, votes and election procedures conducted during the meeting. There must be a quorum in order to conduct the business that requires a vote. A flotilla’s quorum percent of membership is stipulated in the Standing Rules for each flotilla. The minutes should include the member names that attended or the number of members that attended. I recommend that it be noted that a quorum was or was not present at the meeting.

We held our first VE day of the year. Bill Huber, the owner of the storage facility advertized the event on TV and radio but the weather played a big part in the lack of boats to inspect. We will try it again on 21MAY. I would like to thank the 7 Vessel Examiners that showed up for the event.

Division Commanders Report, Leon Borden:
Leon just returned from the District meeting and DTrain, therefore the report was verbal. The main emphasis from DTrain was that the Auxiliary is becoming more integrated with the Coast Guard and therefore will be required to conform more and more to Coast Guard standards. ODU Uniforms must be worn with boots at all times except when patrolling on an Auxiliary facility. There are 8 new mandated training requirements for all Auxiliarists (more under the SO-MT report). There was much discussion on the America’s Cup and the details need to be clarified. There is an emphasis on inland waterway safety. There was a disappointing presentation at DTrain on the new Paddle Sports Safety Class.
Station Lake Tahoe Auxiliary Liaison Report BM2 James Macri: Not Present.
Coast Guard Liaison Report, Jack Leth: Not Present. Dee Dee Kincade will be acting Coast Guard Liaison between April 10 and April 23 while Jack is away on vacation.
IPDCDR Report, David Law: Not Present. No report submitted.
Vice Division Commander Report, David Young: (See Attachment A). Dave has signed up as an Auxiliary press member for the America’s Cup events. Dave’s report shows that out of 101 members 40 are holding an office. Given that California and Nevada both have low volunteerism rates this is a good showing. Dave will be adding flotilla monthly mission statistics to his report each month. Dave has also created a spreadsheet of Board and Staff reports that he has received each month. Check the spreadsheet to make sure your report has been received.
Flotilla Commander Reports:
01 - Tom Henderson – (See Attachment A). Tom would like to highlight Bill Leoppard’s participation on the HF Radio during the Tsunami. Bill was on the radio starting at 0500 until he was relieved. Bill received recognition from D11S. Tom was asked to write up a short report of the incident for Angelo Perata DCO.
03 - Jim Kremsner – (See Attachment A). Leon reported there were 6 sign-ups for a Boating Safety Class at the Boat Show.
04 – Stewart Harrington - (See Attachment A). Stu discussed the phone tree for his flotilla.
05 – Ricky Thomas – No report submitted. The flotilla taught a boating safety class two weekends ago. The flotilla participated in the Reno Boat Show last weekend. They plan to teach classes at both Cabellas and West Marine on April 2nd.

SO-MT Jim Snell - (See Attachment A). Jim Snell received an email yesterday concerning the eight new mandated classes for Auxiliarists. We are concerned because they are all computer based. It is not operational as of yet. Leon mentioned that if member training is conducted at a flotilla meeting members are covered for accidents during their commute time to and from and meeting. Dee Dee asked that the FCs canvas their members for those that would like to take the Aids Verifier qualifying class. Jim passed out the New Member Training CD from Division 6 to the FSO-MTs.
SO-NS John Boyne – (See Attachment A). There is a new PQS for Aids Verifier qualification.
SO-OP Jack Leth – (See Attachment A). Leon asked whether any of the organized events would like to use the services of AUXAir.
SO-PA Vacant
SO-PB Vic Beelik – (See Attachment A). It is an honor to receive the Best Publication at DTrain. Vic discussed the passing of 11-04 flotilla member Stan Millan. Services are being held on April 18. Vic will let us know if an Auxiliary honor guard would be appropriate.

SO-VE Bill Stolz – (See Attachment A). Bill included in his report a list of planned VSC Days. Flotilla 11-04 will host the Meeks Bay event on May 28 over Memorial Day weekend. Please encourage your VEs to participate. FSO-MAs must order decals. Bill as SO-VE cannot order decals. Bill feels we have more than enough decals available to service this year.
Old Business:
Change of Watch: The decision was made to hold our Change of Watch at the Casino Fandango in Carson City, NV. It was also decided that the event will be a luncheon.
District OPEX: This will be a two day event at Coast Guard Island, Alameda, on July 16 and 17. They are providing camping on the island. We are looking to District to help fund the trailering of assets. The event will include Auxiliary surface, air and communications assets along with Coast Guard surface and air support. It will be exercise training for the America’s Cup. Lunches will be provided on Saturday with a BBQ dinner in the evening.
Meeting Schedule: The consensus is that we prefer to continue to meet face to face. Ricky Thomas FC 11-05 was the only opposing vote. He would like only quarterly meetings and Webinar meetings. Ricky finds attending the meetings a hardship given the gas prices and his work schedule. We discussed the value of continuing to meet face to face and working as a team. There was a recommendation to move the meetings around to the various flotillas during the year. The Webinar may not work in our area. The issue was tabled until the next meeting.
New Business:
DTrain: We reviewed DTrain training events. Leon attended the Webinar session and found it to be very limited unless you have a high speed connection. Monterey received the Phifer Award. Group Humboldt may become Sector Humboldt.
National Safe Boating Week: Please report all events in April and May.
Good of the Auxiliary: Vic Beelik would like for our members to send him stories for his Direction Finder articles on “What Would You Do?” The member does not have to write the article, they only need to report the situation. Vic will write the article. Leon reported that Angelo Perata DCO would like us to have joint OPTREX events. Is this a possibility with Division 3, Sacramento? We have several limitations due to TRPA boat inspections and lack of and expense of marina slips. Leon needs to contact the DCDR of Division 3 and discuss the viability of a joint OPTREX.

Flotilla Commander Reports:

DETAILS
At our March Flotilla meeting, four of our members (Dee Dee Kincade, Jack Leth, Bill Stolz & Tom Henderson) received the Coast Guard Unit Commendation along with Coast Guard Air Station San Francisco for their help with Helo Training.
1. Operations: March 5th - We provided dockside assistance for the Polar Bear Swim at GarWoods. 11-03 had a facility (Following Sea) and 3 PWC’s on the water for this event. During the men’s swim, we had to assist 7 swimmers out of the water. Thanks to all that helped make this a safe event. Also present for this event was Marine 6 (Placer County Sheriff) and 2 PWC’s from Incline Fire and the USCG Safe Boat.
2. We will be starting two boat training next week March 29th & 31st at Station Tahoe’s request to help them get ready for their upcoming RFO (Ready for Operation) inspection.
3. March 5th – We participated in the Tahoe City SnowFest Parade with the Active Duty pulling the Safe Boat and Auxiliary with Bill Stolz’ truck. We had a great time handing out candy to all the kids watching the parade. While in the staging area prior to the parade, we had a 1 ½ hour wait. Thus, we had a tailgate breakfast for the active duty and auxiliary. This was a great fellowship event thanks to all that made the event so nice. Special thanks to Bill & Cameran Stolz and Dee Dee Kincade for the food and cooking.
4. March 13th – We provided a facility (Camie Marie) for the Arctic Paddle SUP race at Kings Beach, CA.
5. On the morning of the 9.0 Earthquake in Japan, Bill Leoppard was on the HF Radio for 5 hours to relay information up and down the West Coast. Thank you, Bill, for your time in what could have been an emergency on the West Coast.

1. Bill Leoppard provided Radio Guard for the Hook Line and Sinker Ken Embree’s Fishing Derby at Pyramid Lake on 12 March and I provided the Radio Guard on 13 March for the same Fishing Derby.
2. I attended the Comms Workshop at D-Train.
3. Rescue 21 is not replacing the Marine Radio system. The digital frequencies used on Rescue 21 are providing the Coast Guard with a secure radio frequency to conduct their business. Rescue 21 is used to get a fix on distressed vessels that have registered their DSC Radios. Station Lake Tahoe is in the process to get the antennas installed that are necessary for Rescue 21 communications. It may not happen unless TRPA and the Forest Service agree with the antenna installation.
4. I forwarded the DSO-CM Report for March to the FSO-CM members.

It was reported through the Communications links that the HF Communicators were stood up in D14, D13, D17 and D11S. Lots of real time information was being passed by the HF coordinator in D11S and he was sending the information via email. One of our own HF communicators Bill Leoppard was at his station monitoring from 0500 on and transmitting traffic. Here is a quote from the D11S station “ALCON, as of 111930Z MAR 2011, the Tsunami session of the West Coast Region Net is standing down by
the mutual agreement of all parties involved. Thank you all for your participation in this response to what could have been a major event for the West Coast and Districts 14 and 17. Special thanks are due to NF11BN for acting as ANECOS and a key relay station between D11S and D13 and also to NF13ER for acting as NECOS for the D13 HF net.” Thank you very much Bill for all that you did. I am very happy that you are on board with the Comms team!

2. Attend D-Train. Gather information from both N-Train and D-Train and bring back pertinent information to our division and flotillas.
3. Evaluate the Diversity training in the Division, and set a training schedule for the various flotillas.

Flotilla 11-01
1. Several members from 11-01 are planning to fight the snowy, windy roads to attend DTrain; Angelo Perata DCO, Wes and Kenna Craig DSO-PB and D-AA, Steve Perez DDA, Tom Henderson FC, Jack Leth FSO-OP, Jerry Gilmore VFC and myself FSO-MT. There may be others attending that I am not aware of.
2. Individual members are still working to become Watch Standers. As we get closer to May we will have more opportunities to stand watch on the radio.
3. There are four members from 11-01 that are interested in becoming Aids Verifiers; Joe Harris, Cameron Stolz, Angelo Perata (requalifying) and myself. I know Dave Young is also interested from 11-03. If we have a few more members we can get Jim Duncan DSO-NS to come up to our area to teach the class and give the exam. Flotilla Commanders please canvas your flotillas for interested members. I will be talking to Jim at DTrain as to when he is available.
4. Last month Jerry Gilmore conducted a member training segment at our flotilla meeting on marine electrical safety.

In March the AUX patrolled the Polar Bear Swim at Gar Woods on Lake Tahoe. Good use of PWCs (Following Sea-Mothership) and good inter-agency cooperation (see following paragraph). [I posted a blog on this event on the Division Web site. If you haven’t seen it, check out this link and read all about it.] 11-03 also patrolled the 7th Annual Hook, Line & Sinker Fishing Derby on Lake Pyramid. 11-01’s Camie Marie patrolled the Arctic Paddle SUP race off Kings Beach and is now at Sierra Boat Company available for two boat with Stn Tahoe (if the snow ever stops!). Next scheduled two boat events are 29 & 31 Mar. We will be assisting the Station with their RFO (Ready for Operations) in early April.

The Polar Bear Swim was a good example of inter-agency cooperation. I attended the organizer’s pre-event briefing at Gar Woods on 2MAR11, along with DCDR L. Borden and FC J. Kremsner. There were representatives present from Incline Fire and Placer County Sheriffs (who also represented North Lake Tahoe Fire). All of us worked very well together during the event. All in all this team assisted seven swimmers in need of help.

I will be attending the mandatory Operations Workshop and TCT refresher presentations at D-Train.
There are two weekends of the Spring Catch & Release Fishing Derby coming up at Pyramid in April. With 11-01’s Camie Marie at Tahoe I have asked 11-03 to provide surface assets to handle. As of today I have not heard back.
I will be out of town from 10APR through 24APR.
GENERAL COMMENT
This week I met with OIC BMC Helterbridle at the Station to discuss (among other things) how he would like us to handle special events. He really appreciates what we do on special events and we started fine tuning our responsibilities during these events. We do know for sure we will be using more ACUs to take the traffic off Channel 21A. He is trying to set up meetings with the SUP and kayak organizers to bring them up to
speed on the new (tougher) requirements they will have to meet before Sector’s Waterways group will issue a permit. Stay tuned.
The Station has just made a new list of Standard Waypoints for Lake Tahoe. It drops the four NASA-JPL buoys and moves most of the waypoints a little further out from the shore. As soon I get an official final version I will distribute it to FSO-OPs for further distribution to their Flotilla personnel involved in Operations.

Division Commanders Report, Leon Borden: (See Attachment A). An Emergency Callout was conducted last week. Our Division’s response was average compared to the District. For those members that responded that they were available in short notice, our response was above average. We were also one of the first Divisions to call in with our results. The Flotilla Commanders need to add two alternate contacts other than just the FC and VFC for phone tree. Flotilla 11-03/05 needs to contact the other flotillas to ask for members to man the March Reno Boat Show booth. There is a conflict as it is on the same days as DTrain. Next weekend’s Cabellas Safety Fair booth will be manned by members of Flotilla 11-05. There are opportunities available for instructors to teach ABC classes with Flotilla 11-05. A planning meeting for the Polar Bear Swim is being held on Wednesday March 2 at Gar Woods, Carnelian Bay at 1000. Following Seas is patrolling the event with 3 PWCs from Flotilla 11-03. LTjg Wellman has received three submittals for the Phifer Award as of Friday February 25; ours, Station Bodega Bay and Station Rio Vista.
Station Lake Tahoe Auxiliary Liaison Report BM2 James Macri: Not Present.
Coast Guard Liaison Report, Jack Leth: BM2 Crystal Lynskey is leaving in June to be stationed on the Bark Eagle. They are very short handed at the Station. They need to know when we will have a boat available for 2-Boat training. Camie Marie will be available shortly.
IPDCDR Report, David Law: Not Present. No report submitted.
Vice Division Commander Report, David Young: (See Attachment A). Staff members please pass your reports up and down the Chain of Leadership. Dave will be attending the Cabellas Safety Fair on March 19-20, DTrain and the March District meeting. Dave is making his boat in as a facility and invites other to patrol on the San Francisco Bay.
Flotilla Commander Reports:
01 - Tom Henderson – (See Attachment A). The Station is still looking for Watch Standing and Boat Crew for the 25’. There are time and physical requirements for boat crew. John Boyne as ACU on February 13th spotted a disabled boat that ended in a tow. Jack Leth as ACU brought a telescope sight and tripod to spot boats and it was very useful.
03 - Jim Kremsner – (See Attachment A). Jim Kremsner will be out on patrol Saturday March 12 for the Hook Line & Sinker Fishing Derby.
04 – Stewart Harrington - (See Attachment A). The reason we did not open the planned AUXCOM class to all flotillas is that we filled the class other our own members. The class is more a refresher for new class materials.
05 – Ricky Thomas –No report submitted. Scheels has not been interested in working with the Auxiliary. They do not have much boating products anyway. Sportsman’s, Cabellas and West Marine work well with the Auxiliary. Bass Pro is going into Summit shopping center and they are also very pro Auxiliary.
Staff Reports:
SO-CM John Boyne – (See Attachment A). If you are going on patrol you are required to report to a land communications station, either Station Lake Tahoe or an Auxiliary Communications Unit. Coxswains should contact John Boyne to schedule land mobiles for events. To be qualified as a Communication Operator you must have a fixed land radio, not a just a handheld. John is looking for a good price for land mobiles on EBay. DTrain is having a Comms workshop.
SO-CS Tom Komadina – (See Attachment A). We had a discussion on restricted/non-restricted status of our 3 Division email lists. Tom is currently the moderator for the 3 lists. The members were confused on how the moderator works. The decision was made that the Staff list becomes restricted. Tom will continue to moderator the Board and Member email lists. Tom explained how emails are scooped. He will send out a couple Internet sites that will test how safe is your passwords.

SO-MA Pat Walter – (See Attachment A). We had a discussion on the backorder status of the PV display racks.
SO-MS Leon Borden – Nothing to report.
SO-MT Jim Snell - (See Attachment A). Leon has given Jim the member orientation disk from Division 6. Jim will be contacting the FSO-MTs to view the content and develop a class. Leon would like a standardized training for all flotillas. This class would also build fellowship among the flotillas.
SO-NS John Boyne – (See Attachment A). John has received the PATON sheets.
SO-OP Jack Leth – (See Attachment A). Our planned Division OPTREX is not on the same day as the District OPEX. 11-01 facilities will not be available for Pyramid Lake April Fishing Derbies. There is only one facility for the March12-13 fishing derby. The Auxiliary will have a good presence at the Polar Bear Swim on March 5. We are still discussing 2-Boat opportunities with the Station. Uniform issues: Auxiliarists must wear regulation boots when on a Coast Guard vessel. Boots are not required on an Auxiliary vessel. You cannot wear gloves when line handling. When you wear an ODU uniform on a Coast Guard Station, on a CG vessel or at a CG event you must wear boots. Any meetings or classes the uniform of the day is Tropical Blues. In the case of 11-01 where we hold the meeting at a CG Station we will wear what the Station personnel wear, which is ODUs.
SO-PA Vacant - Bob Summers reported to Leon that he has contacted 17 media outlets. We have had no media response.
SO-PB Vic Beelik – (See Attachment A). Vic’s Direction Finder has been approved for distribution without the monthly approval of the DSO-PB. Vic has received 1000 copies of the On Board and Informed brouchures from NDOW.
SO-PE Vacant - Rick Thomas is teaching boating safety classes. FSO-PEs need to register their classes on the District website.
SO-PV Bill Stolz – (See Attachment A). Jack ordered 500 copies each of the 5 ACA brochures from Ed Lyngar NDOW. We will need some help from all the flotillas for distribution of the brochures.
SO-SR Dee Dee Kincade – (See Attachment A).
SO-VE Bill Stolz – (See Attachment A). Bill will let all VEs, including those that are in arrears, know about Flotilla scheduled VSC Days.

District OPEX: The date is firm, July 16-17 at Coast Guard Island, Alameda. This is going to be an Operational Exercise, no QEs involved. Angelo is looking into funding members to tow facilities. This event will be a dress rehearsal for the America’s Cup activities. There will be other agencies involved in the event.

Meeting Schedule: We are one of the only Divisions that meet monthly face to face. Several Divisions meet quarterly. Feedback from our members is that they would like to continue face to face meetings. Webinars may be a solution to bad weather in the winter.
Kayak VSC Decals: Leon has ordered from Mike Lauro DSO-VE 100 kayak VSC decals and has not received them.

The District phone meeting was on February 16. The items covered at the meeting were:
1. America’s Cup: Not much discussion.
2. OPEX: The date is July 16 & 17 at Coast Guard Island. DCO Perata is looking to get funding for towing for Division 11 facilities, but this is not firm.
3. DTRAIN: Rooms are filling up fast, as of February 16, 93 of the 99 rooms have been reserved. Looks like there is going to be a good turnout.
4. Uniforms: Working Blue uniforms are not approved after December 2012. There is no ending date for tucked ODU’s yet. There is a large surplus of tucked ODUs and District may try to procure them for discounted sale to our members. Tropical Blues are to be worn to meetings. When on Coast Guard facilities boots are to be worn with ODU’s. Approved shoes are alright for Auxiliary facilities.

At our February meeting Coast Guard Auxiliary Liaison, BM2 James Macri informed us that Chief Helterbridle is looking to the Auxiliary to qualify both Watch Stander and Boat Crew for the 25’ RBS. We have members going through the PQS requirements to provide both for the Station. Chief Helterbridle also would like us to provide Auxiliary Comms for the event patrols we will be conducting this summer to ease radio traffic on there working frequency.
1. Operations: We provided a facility (Camie Marie) and crew for the Crosby Fishing Derby. We also provided Auxiliary Comms for the Fishing Derby. During the patrol 13-FEB-11 @ 1600, Mobil 20 (John Boyne) spotted a vessel DIW 6 miles off the west coast. Camie Marie (the last patrol vessel on the water) was sent to investigate and found the vessel was indeed DIW with a motor failure. The 3 POB indicated that they had fired off 2 flares but nobody had spotted them. Camie Marie took the vessel in tow to Pelican Launch Ramp.
2. We will have a facility (Camie Marie) back in the water at Lake Tahoe to help the Station with Two Boat Training in March.

FLOTILLA GOALS
Our goal for this year is Recruitment & Retention. FSO-MT Kincade is contacting members to try to ascertain the missions of the Auxiliary that interest them and match them with a mentor to get them involved in that mission. We also need to recruit new members and match them quickly with a mentor to help them with becoming an active part of the Flotilla and not just attending a flotilla meeting and sitting in the back. I would like all Flotilla Staff Officers to try and find someone in the flotilla to assist them in their office. This will give us more depth at each Staff position and get more members involved. With these goals in mind, I hope to build a stronger flotilla with more emphasis put on member participation then just the number of members. To this end, I pledge to be more available and ready to help any member with anything they need to get more out of participating in the Coast Guard Auxiliary.

February 13 John Boyne was the ACU at Pyramid for the Derby and Marine 10 from Washoe County Sheriff communicated with him.

1. Contacted the FSO-MA’s to try and get a division wide material inventory (manuals, pamphlets, etc). The purpose was to see who has what. This way, if a flotilla needed something that was unavailable at the ANSC or wouldn’t get it in time, another flotilla could give it to them. This fizzled and will not happen.
2. Jack Leth emailed me about a change in the government stamps that came from the national website. “The government postage stamps that Auxiliarists are accustomed to seeing will be slowly phased out and replaced by regular U. S. postage stamps. ANSC has begun the transition and will be supplying a mixture of types with various denominations until the existing government stamp inventory is depleted. Auxiliarists are requested to use government postage stamps on hand or received from ANSC first before using the regular stamps. As a reminder to all Auxiliarists, they are accountable for the proper use of the stamps as defined in the Auxiliary Manual. Stamps may be ordered from ANSC using the appropriate order form.” I emailed this to the FSO-MA’s. Thanks Jack!

Flotilla 01 Some members of 11-01 were able to get to the PCA Fair. Others not so lucky due to weather. I was unable to attend due to weather and I am making arrangements with Jim Duncan to become an Aids Verifier on my own. Jerry Gilmore, Wes Craig and Kenna Craig all attended the Flotilla Commanders Leadership class. All three found the class to be interesting and well taught. And of course Angelo Perata was present at the PCA Fair. I understand from Angelo that over 250 members from the District attended the event.
Wes and Kenna Craig are working toward their AUXOP, as am I. I am concentrating on completing the AUXOP classes so we can get a AUXOP member training program going in our flotilla. I am currently taking the AUXNAV-B class being offered by the Reno flotilla.
The Station is very interested in obtaining Watch Standers and Boat Crew. We have the Watch Standers lined up and they are supposed to be individually making appointments at the Station to get their PQS signed off. This has slowed down and I need to kick start the program again. Leon Borden has been added to the list of interested Watch Standers. We now have 3 candidates for CG Boat Crew. The physical requirements and the need to invest 40 hours of on the water per 6 months requirement precluded some members from entering the program. FC 11-01 Tom Henderson is in charge of this program. The PQS was sent to us by BM2 Macri. Candidates are to make appointments with BM2 Macri to conduct the physical requirements before the other PQS tasks. Most of the PQS tasks are similar to our boat crew program. CPR/AED is required.
We have started adding a member training segment to our flotilla meetings. Last month I spoke on the Reciprocity of Boating Education requirements between states, specifically Nevada and California. For further information on this subject check out the Feb./Mar. issue of BoatUS Magazine.

During the Crosby fishing derby we worked with Washoe County Sheriff’s Office SAR/SVU (Marine 10 & 20). Working with Incline Fire and Sierra Boat Company in preparation for the Polar Bear Swim. Placer County Sheriff (Marine 6) will probably also be involved.

1. Have begun planning for the Polar Bear Swim at Gar Woods on 05MAR2011. Anticipate the event will be handled by 11-03’s Following Sea and three PWCs.
2. On 12 and 13MAR2011 there will be another fishing derby at Pyramid (Hook, Line & Sinker). Will probably only have one AUX asset for one day. Need an ACU for that day.
3. On 13MAR2011 Camie Marie (11-01) will patrol the Arctic Paddle SUP race off Kings Beach. No ACU required.
4. Camie Marie will be at Sierra Boat Company soon for two-boat with Stn Tahoe and preparation for their upcoming RFO (Ready for Operations) inspection (early April).

1. My guess is that we will not be able to match last year’s hours and missions. I also do not expect as much two boat training with the Station.
2. My main goal for 2011 is to get more active facilities. FC’s need to keep me posted on the prospects in their Flotillas and if there is anything I can do to facilitate the project.

DSO-PB 11-04 Victor Beelik, Requested a waiver from the District Requirement that all publications have to be approved before publication. He is the editor of “DIRECTION FINDER” I agree with Mr. Beelik’s request. Mr. Beelik has published the widely distributed “DIRECTIN FINDER” for over 11 years (132+ issues not counting the additional “Special Issues”). Over all those years, he has not received one complaint! I believe that Mr. Beelik has proven that he has adhered to all the CGAUX publishing rules and knows what he is doing.

Hello Keith, Vic and Ricky, We have been losing more and more vessel examiners in past years. As one of our most important programs to promote boating safety we need to not only retain our current examiners but encourage our members to get involved in the program. One of the reasons that we have lost examiners is because some individuals don't feel comfortable going out on their own and feel more comfortable in a team situation. In an effort to solve this problem I am asking each flotilla to sponsor a VE day and invite the whole division to participate. I hope you will support this concept and let me know when you will be holding this event so it can be placed on our division calendar. If any of you have any other ideas to promote this program, please share them. Also, please encourage your examiners to submit their 7038's to their FSO-IS in a timely manner. Thank you, Bill

Awards: David Law 11-01 and Ed York 11-05 received AUXOP devices due to the new program. Vic Beelik 11-04 received a recognition award for conducting 84 VSCs.
Division Commanders Report, Leon Border: (See Attachment A). Jim Kremsner asked that Leon take the question to District whether PWCs will be an included asset during the America’s Cup activities. OTO Kilberger reported that District is looking for funding to reimburse Auxiliary assets participating in the security of the Americas Cup. Jack Leth suggested appointing a Point of Contact from Division to communicate with District. Jim Kremsner suggested creating a committee for the 3 year period.
Station Lake Tahoe Auxiliary Liaison Report BM2 James Macri: Not Present.
Coast Guard Liaison Report, Jack Leth: We are going on the basis that the Auxiliary will continue to patrol the organized events. Jack has started the events spreadsheet.
Leon suggested that Jack, Tom and he have a meeting with Chief Helterbridle if necessary. The Coast Guard is asking for Auxiliarists to qualify as Boat Crew on their CG 25 footers. There was a discussion on the physical requirements and what our role will be on patrols.
IPDCDR Report, David Law: Not Present. No report submitted.
Vice Division Commander Report, David Young: (See Attachment A). Dave has created Google docs to store the reports. Dave will send out detailed instructions on how to access the documents. Dave wants to make sure that the officers and staff is communicating up and down the chain of leadership. Reports need only be sent to staff@sierracgaux.org. Sending reports to both staff and board email addresses creates duplicates.
Flotilla Commander Reports:
01 - Tom Henderson – (See Attachment A). In addition to my report under Agency Interactions, Jack Leth and Dee Dee Kincade are working with the Lake Tahoe Non-Motorized Working Group to provide the safety component for the agency program. The safety information for kayaks and other non-motorized vessels will be available as a web page on the Division website. Ed Lyngar NDOW will be ordering copies of the 5 ACA (American Canoe Association) brochures in March for distribution through our Program Visitors and Vessel Examiners. Decals with CGAux logo will be attached to the brochures.
03 - Jim Kremsner – (See Attachment A). Flotilla 11-03 will be focusing on patrols and vessel exams at Lake Lahontan this year. Jim has been in contact with Patty Polish from Lyon County Search and Rescue, who would like a greater Auxiliary presence on the lake. Jack Leth SO-OP reminded Jim and John Boyne that in order to conduct patrols on Lake Lahontan a communications center must be present. The Reno Boat Show (now called the Outdoor Expo) dates were confirmed at March 25-27.
04 – Stewart Harrington - (See Attachment A). Stu has been in contact with Vivian Matuk over the California Dockwalker Program. She would like to brief interested parties at 11-04’s flotilla meeting on May 17. All Auxiliary members are welcome. Bill Stolz will be taking the Dockwalkers class at the PCA Fair and will bring back information.
05 – Ricky Thomas – (See Attachment A). Flotilla 11-05 will be participating in activities with 11-03 at Lake Lahontan. Ricky is arranging for life jackets to be available for the life jacket loaner program on the lake. The flotilla has conducted 35 Vessel Exams and 15 Program Visits this month. 11-05 will have a boat inside the Cabella store for their Outdoors Sports Show on March 5-6.
Staff Reports:
SO-CM John Boyne – (See Attachment A). Communications have been set up for the Crosby Fishing Derby. John would like to qualify more land mobiles this year.
SO-CS Tom Komadina – (See Attachment A). A motion was made by Tom Henderson and seconded by Jim Kremsner to pay the Reno flotilla for the Division’s yearly portion of the hosting services for the website and for payment of the domain name for two years. The motion was unanimously passed.
SO-FN Dale Herman – Report on file. Jim Kremsner made a motion to pass the Division budget. Stu Harrington seconded the motion. The motion was unanimously passed.

SO-IS Jim Snell - (See Attachment A). Jim did not get his Division password until January 15. Jim has asked Kathy Boyne if she would continue entering hours for 11-05 until Bob Summers goes to the C-School.

SO-MT Jim Snell - (See Attachment A). Jim’s goal is to find an Instructor to teach the 8-hour TCT class this year. Jim has set-up preliminary dates for two OPTREXs this year: July 23 and Sept 17. Jim Kremsner asked that we have a PWC QE at the first OPTREX. OTO Kilberger announced that the TCT requirements will be extended for 3 more years. Leon will be sending Jim a copy of the Division 6 New Member Training CD for review.

SO-OP Jack Leth – (See Attachment A). Upcoming events are the 4 days of the Cosby Fishing Derby Feb 12-13 and 19-20, the 3rd annual Arctic Paddle Board Race March 13, and the Polar Bear Swim March 5. Jack does not think we will be able to exceed last year as it was a banner year. We keep losing the number of boats, coxswains, and boat crew. We have to try to find more of these assets. There was a discussion about how burdensome it is to keep maintenance qualifications. Jack has started the event spreadsheet. Ted Thar TRPA – the 2010 decals will be good through May. It does not look like the fees for Blue Boating will change.

SO-VE Bill Stolz – (See Attachment A). There is a new Form 7003 Facility Offer for Use. The form no longer has non-operational facility designations. Please use the new form. Bill encourages each flotilla to sponsor a VSC Day. Each flotilla should invite all vessel examiners to their event and work as a team. Ricky appraised Bill of the conditions now at Lake Lahontan.

Change of Watch: We are definitely having a Change of Watch. The Change of Watch is not only for our members but is a big deal for the Gold Side. Leon appointed a COWCommittee consisting of the Flotilla Commanders. Stu Harrington was appointed as the Committee Chair. The date of November 5 was chosen for the COW. The committee will research a range of price members would be willing to pay and when, a dinner or luncheon.
New Member Training: Leon is waiting for the Division 6 New Member Orientation CD. Leon would like to train new members at the Division level. We would be training everyone with the same standards. New members could also meet members like themselves from other flotillas.
Meeting Schedule: We are the last Division to have monthly face to face meetings. Webinar could be the answer to some of the meetings, or we could meet every quarter.
Kayak VSC Decals: Leon asked for 100 VSC decals for kayaks. Flotilla 11-01 received 50.

I attended District meeting in Alameda. The items covered at the meeting are;
3. The Coast Guard is making a big push for emphasizing boating safety on inland lakes and waterways. This includes Kayaks and Paddle Boards. The statics last year show that the majority of boating incidents and fatalities occurred in inland waters not on coastal waters; with non-motorized vessels leading the way. District has announced a District wide VSC Blitz for June 4.
4. District is concerned with the number of disenrollments last year, 200 in all. There is a campaign to figure out why this is occurring.
5. District wants to encourage the wearing of a proper uniform and wearing it correctly.

In lieu of our December Flotilla meeting we had our annual Holiday Party Dinner @ The Blue Onion in Kings Beach. As we have in the past, the active duty Coast Guard was invited as our guests and we had 10 active duty attend. At the Holiday Party, we awarded our Walt Genest Flotilla Member of the Year Award. This year’s recipients were Cameran Stolz and Bill Stolz.
Our January Flotilla meeting was a staff planning meeting and dinner at the residence of Flotilla Commander Tom Henderson. At this meeting, we discussed the upcoming year and how to accomplish our goals (see goals below). We also discussed, that instead of our Pizza Party at Station Tahoe the night before the Tahoe City Snow Fest Parade, we will have a tailgate breakfast while waiting for the Parade to start.
1. FSO-MT Dee Dee Kincade is in the process of contacting members regarding their interests in the Auxiliary missions and how to best get them involved in that mission. She is also providing members with a report of their hours and qualifications.

Our goal for this year is Recruitment & Retention. FSO-MT Kincade is contacting members to try to ascertain the missions of the Auxiliary that interest them and match them with a mentor to get them involved in that mission. We also need to recruit new members and match them quickly with a mentor to help them with becoming an active part of the Flotilla and not just attending a flotilla meeting and sitting in the back. I would like all Flotilla Staff Officers to try and find someone in the flotilla to assist them in their office. This will give us more depth at each Staff position and get more members involved. With these goals in mind, I hope to build a stronger flotilla with more emphasis put on member participation then just the number of members. To this end, I pledge to be more available and ready to help any member with anything they need to get more out of participating in the Coast Guard Auxiliary.

4) Statistics
During December 2010 we had 900 unique visitors visiting the main site. A unique visitor is one person. Multiple visits by that one person only count as one person. We are on track to have over a thousand unique visitors this month. The most popular areas visited are 1) VSC videos demonstrating things needed on a boat 2) Division Calendar 3) Interviews with Dave Young and Leon Borden.
Blog entries are very popular especially when new material is posted. This graphic shows the impact of a new posting:

People also love reading the Flotilla Newsletters, which when posted, attract lots of views. Details - (Goals):
As the SO-HR for the Division, and the District Diversity Advisor (DDA), I will be taking a dual approach to most of the HR issues this year. Whatever issues affect the Division, consequently affect the District and the Auxiliary as a whole. While I have been trying to "come up to speed", on my Diversity position, I have become aware of many other issues that we all have to be keenly aware of. Our District (11NR), lost 200 auxiliarists from 2010 to 2011. There will undoubtedly be surveys and research done to ascertain why.
Most of what I have been concentrating on is Recruitment, Retention and a greater involvement from members. An additional emphasis has been placed on recruiting a "more diverse" number of members, so our organization can more reflect the population around us. While that aspect is extremely important, the retention and motivation of our current membership has to be the # 1 priority.
On the drive home from Oakland, I had an opportunity to reflect on many of the important issues that were discussed. While Recruitment is important, I believe our largest challenge will be the retention of our members. How many of our flotillas have memberships of 25 - 45 people? Yet, as I look at the various staff directories, I find the following:

While I applaud all of the people who have stepped up to these responsibilities. How many of these positions could be utilized to inspire and re-motivate other members who are otherwise content to sit back, pay their annual dues, and maybe attend one or two meetings per year? The people who are always involved, and carry the lion's share of the responsibilities when it comes to Auxiliary "work and missions" are what I refer to as the "Core" of the Flotilla, Division and/ or District. It is not unique to our District, I'm sure the same prevails in every auxiliary unit.
I would suggest that we step outside of our normal routines and insert a new goal in our Division, "Reclaim". Let's go out and re-inspire the less active members, instill a measure of worth and importance in the folks who are on the sidelines. Our goal should be to "grow the Core".
As hard as it has been to recruit new members, and retain the members that we currently have, this program will become our Division HR priority until further notice.
Uniforms:
In conjunction with what I stated above, I am proposing that every Flotilla stress the importance of attending as many meeting, functions and missions as possible. In doing so, uniforms will help inspire members to realize who we are, and who we represent. We are always reminded to wear our uniform proudly, I know I do. I believe that message could resonate and inspire members in many more ways.
Interactions:
As you can see from the above message, we as the Auxiliary, have our work cut out for us. This should not be considered a new effort, but a continuing one that will hopefully inspire all of us. I will be contacting all of our FSO - HR's as soon as I get back. Please be thinking about potential solutions and recommendations.

Flotilla 01 Our January Flotilla Meeting is traditionally a staff planning meeting where the staff members set goals for the year. I gave a summary to the flotilla of last year’s member training accomplishments that included exceeding operational qualification goals, but losing the qualifications of several vessel examiners and instructions. In all I see an apathy developing which is not only reflected in our flotilla but in all members throughout the Auxiliary. I see the need to put an emphasis on retention and recruitment in order to reverse the trend. We have 35 members. This is more members than any time since I have been in the flotilla. But we also have several members who live quite a distance from the north shore and several more members that have lost interest and do not attend meetings. I take it to heart Steve Perez’s suggestion to “reclaim members”.
What I found I could do as FSO-MT is inquire as to what each member would like to do in the Auxiliary. What mission would they like to participate in that would meet their personal needs as to the reason they joined the Auxiliary. And then provide the tools and training for that member to attain their goal. During the month I issued a informational email to all members on the new AUXOP Program and distributed the spreadsheet showing what courses they have taken, what more needs to be done and requested if they would like to pursue their AUXOP designation. I contacted members who were interested in becoming Boat Crew and outlined required tasks and courses so they can begin during the winter months. I contacted members who had shown a desire to become a Vessel Examiner or Program Visitor and outlined what it would take to become qualified. As FSO-IS I sent all members with recorded hours their Annual Member Letters. For those that have not been attending meetings I used the Member Letters as an opening to ask if there were missions they would like to become involved and events in the near future we would like them to be a part of. I have been receiving interesting and positive results. We are also gearing up again to qualify Watch Standers for the Station. I have signed up for the online National Flotilla Leadership Course in order to see how difficult (or easy) this mandatory AUXOP course is to complete.
As for the needs of Flotilla 11-01 for a QE this coming year, I foresee 4 possible Boat Crew and 2 possible Coxswains. We have 1 Boat Crew recertification. None of our current operational members need the TCT 5-year renewal but 3 of the Boat Crew candidates will need the full 8 hour TCT course. Both Coxswain candidates need the ICS210 Course. I have suggested the February Past Captains Fair to meet these requirements as I do not see us having enough members who require these courses in the Division to request an instructor to come to Tahoe.

Flotilla 03 I sent information regarding AUXOP (Auxiliary Operations) changes and status for non-AUXOP flotilla members. Please let me know if you are interested in taking the core AUXOP classes (Weather, Seamanship, Patrol) tentatively scheduled to start in March. Members are reminded to take a Leadership course either online or at the Past Captains Association fair prior to the AUXOP core classes.
AUXACN part B (Auxiliary Advanced Coastal Navigation) will start in January and is expected to complete in February or the first of March. Classes are tentatively scheduled to be held on alternating weekends. Please let me know if you are interested in taking the AUXACN part B class. You will need to have navigation tools as described in the AUXACN manual, chapter 3.
All training is open to members of the Reno and other flotillas.
San Francisco has been selected as the host for the 34th America's Cup race. Please look forward to training opportunities to learn how to sail, and to understand how sailing vessels operate. This training can help you become a valuable resource for potential patrol opportunities associated to this and other sail events
scheduled for San Francisco Bay, such as the Louis Vuitton Cup Challengers Series and Americas Cup World Series in 2012.

Flotilla 04 Flotilla 11-04 held their first meeting of the year. The FSO_MT discussed the new requirements for AUXOP. Bruce Cole believes that he is close to completing under the new requirements. The status of each member of the flotilla will be reviewed.

The DSO-NS is holding an SO-NS WEBINAR Workshop on January 22, 2011 at 0900. I will be attending and forwarding all information to the FSO-NS. Any member who would like to become Aid Verifier (AV) you must qualify by take the 6 hour D11 Aid Verifier Qualification Course & Exam. This course is given once a year in February at the PCA Training Fair at Coast Island, Alameda, CA. A member can also take the D11 Aid Verifier Qualification Course & Exam online via GO-TO-MEETING throughout the year. For more information contact James Duncan the District 11 Northern Region DSO-NS. All Qualified Aid Verifier as stated in “Chapter 11 in the Auxiliary Manual A.13.a. Operations Program” states that this ribbon recognizes qualifications in the various operations program areas and as qualify Aid Verifier may wear the Operations Program Ribbon.

Have begun planning for the Pyramid Lake/Crosby’s Lodge fishing derby in mid-February. The dates are 12, 13, 19 & 20 FEB. We will have less presence this year; in fact, there will not be a CG or AUX facility on the water on 19FEB11.
Am working on the Gar Woods Polar Bear Swim (05MAR11) and trying to see if we can use our two PWC’s for the event.

My guess is that we will not be able to match last year’s hours and missions. The subject of Aux participation in special events is under review at the Station and down at Sector. I will keep the Board & Staff posted as this plays out. I also do not expect as much two boat training with the Station.
My main goal for 2011 is to get more active facilities. FC’s need to keep me posted on the prospects in their Flotillas and if there is anything I can do to facilitate the project.

4. Contacted all of this year’s FSO-SRs and reviewed the process of when to send their approved minutes to me for distribution to District’s DSO-SR Joyce Bell.

Have 100% of our Division and Flotilla minutes sent to the DSO-SR in a timely manner (as we did last year).

Greetings fellow members of Division 11

At the January District meeting 3 things were emphasized.

The District is gearing up for The America's Cup races.  To make America Cup a success will require a 100% effort from all members of D11nr. 

The District OPTEX tentatively scheduled for end of July at Coast Guard Island is going to be a test/training  for the America's Cup.  They would like assets from all Divisions to particate.   

The third item emphasized was boater safety. There is going to be a push on inland waterways, kayaks and paddleboards. I think we are ahead of other Divisions in working with kayaks and paddleboards.
