Station Lake Tahoe Auxiliary Liaison Report, BM2 Crystal Lynskey: Not Present.

Division Commanders Report, Dave Law:
District requests that all photos of facilities be entered into POMS. There was a discussion on whether radio facilities need their pictures in POMS. The new Auxiliary Manual is due out in 2011. The manual will be available on disc and online only. The AUXOP program will be changing. The changes will be announced soon. Plastic racks for materials are being considered for Program Visitor displays. The Ferry Vessel Audit Program on the west coast is going National. NACON (National Conference) will be held in Scottsdale this August. The new Commandant of the Coast Guard will speak at the event. The Coast Guard Modernization Program has passed the House of Representatives and now goes to the Senate. There will be no SAR Competition in 2010. The new Auxiliary Manual will supersede the Standing Rules. This may mean that all units may have to change their Standing Rules. DTrain - The last date for hotel registration for DTrain is March 5. There will be an all hands meeting with the Admiral. There will be a POMS Roundtable session. Division Commanders will be notified of recipients of awards to be presented at DTrain. Dave will let the Flotilla Commanders know who will be receiving awards so they could then encourage award recipients to attend DTrain.
IPDCDR Report, Dee Dee Kincade: Flotilla Commanders were instructed on what should be reported in a Flotilla Commander’s Report to the Division Commander. Dee Dee received a pre-release of the new Kayak Class Student Manual. If anyone is interested she will provide a copy.
Vice Division Commander Report, Leon Borden: Leon asked that reports and documents be sent in .doc or .pdf file formats. Several members cannot read the Office 2007 Word .docx file format.
Flotilla Commanders Reports:
01 - Tom Henderson – Report on file (See Attachment A). Flotilla 11-01 and the Coast Guard will be participating in the Snowfest Parade in Tahoe City on Saturday, March 6. They will also be having a pre-Snowfest Pizza Party on Friday, March 5 at 1730 at Station Tahoe. Members from the other flotillas are welcome to come to both events. Operations are stepping up their 2-Boat training with the Station to help them get ready for their RFO (Ready for Operations).

SO-CM John Boyne - Report on file (See Attachment A). John is looking for an ACU for the March 13-14 Hook, Line & Sinker event on Pyramid Lake. John Boyne offered to conduct the ACU on Saturday and Dave Law will cover the event on Sunday.

SO-FN Dale Herman – Report on file. Dale has received dues from 3 of the 4 flotillas.

SO-IS Kathy Boyne – Report on file (See Attachment A). At the Reno Boat Show on March 12-14 Kathy will be providing sign in/out sheets. Kathy will be entering the hours in AUXDATA for those working the booth at the show. Please encourage your members to work the booth at the Reno Boat Show.
SO-MA Ken Willrich – No report received.
SO-MS Leon Borden - Report on file (See Attachment A). Dick McSorley was supposed to conduct a session on Dock Walkers this evening. He was unable to make the meeting. Dick has seen the success of this program in California and would like to bring the program to Nevada. The State of Nevada is willing to work with us, provide us with materials and give us access to the State Parks. Leon would like to see the Dock Walker Class brought to our area.
SO-MT Jim Snell - Report on file (See Attachment A). We have a tentative date for the retake of the AUXSC&E class on March 13. New procedures for the class came out in January. More changes need to be made.
SO-NS John Boyne - Report on file (See Attachment A). All the PATON sheets have been passed out.
SO-OP Jim Kremsner - Report on file (See Attachment A).
SO-PA Carlos Vasquez – No report received. Carlos has been talking to local TV Stations on public service announcements.
SO-PB Vic Beelik – No report received.

SO-VE Alex Belleque – Report on file (See Attachment A). There was a discussion on the new distribution program of VSC decals. There has been a significant cut in the VE budget that went toward the printing of the decals. Distributing decals amongst the flotillas needs to be monitored.
Old Business: The revised Division Standing Rules will be resubmitted to DIRAUX.
New Business:
2010 Budget – There was a discussion on increasing the Division dues for next year. The budget will be reviewed by Dave Law and Dale Herman and will be emailed to the Board prior to our next meeting. We will vote on the budget at the March meeting.
SO-CS Tom Komadina request for 11-03 payment – Dee Dee Kincade made a motion to authorize the payment of $36 to Reno Flotilla 3 for our half of web hosting charges for the next year. Leon Borden seconded. The motion was unanimously passed.
Pyramid Lake Fishing Derby March 13-14. The SO-OP was not present. The SO-OP report outlined the facilities participating although crews had not been determined. ACUs were determined during the SO-CM report.
Reno Boat Show March 12-14. Dee Walter is organizing the materials for the event. The Whaler and Tiny Tots will be in the 30’ booth. Our booth is next to NDOW. There will be a sign-in and sign-out sheet to report member hours. There will not be a sign-up sheet for members who plan to participant. They can come at any time to work the booth. Uniform of the Day is Tropical Blues. NDOW requested no ODUs. Those who do not have the uniform please wear business casual. Go to the vendor registration desk to receive entrance to the event. Your uniform will identify you as working our booth. Members who are not wearing a uniform are to call a member at the booth and they will get them admittance along with their Auxiliary ID card.
Lake Tahoe Paddleboard Race Saturday March 13. We are watching for details on this event. The event will be held in Kings Beach.
Tahoe City Snowfest Parade Saturday March 6. Other flotillas are invited to join. Uniform of the Day is ODU with Float Coat if weather requires. The SAFE Boat and Coast Guard will be present. We walk the parade route handing out candy and boating safety materials. Staging is at 1030, the parade starts at 1130 and ends at 1230. After the event Flotilla 01 will be providing a safety patrol for the Polar Bear Swim at Gar Woods Pier in Carnelian Bay, CA.
DTrain 2010 Friday-Sunday March 26-28. Several members will be attending.
8 Hour TCT Class at Station Tahoe. Jerry Collins has offered to teach the class. Update: The class is being taught on March 20. Please have members take the class who are planning to become Boat Crew this year.
Division plan for an OPTREX at Lake Tahoe. The District Calendar is showing planned OPTREXs for other Divisions on June 19 and the 26. The SO-OP and SO-MT should start planning now for an OPTREX date for our Division. It would be prudent to place a date on the District Calendar in July or August so we are guaranteed QEs this summer to requalify our Coxswains and qualify new Boat Crew.
Kids Free Fish Day is being held on June 12 at the Sparks Marina. Flotilla 11-03 will have a booth at the event. Event runs from 0700 to 1300.
Good of the Auxiliary: None.
Notices: Our next Division 11 Meeting will be held March 22 at 1900 hours at Fire Station #1 777 South Stewart St. Carson City, Nevada or Station Lake Tahoe, depending on weather.

Flotilla Commanders Reports
Tom Henderson FC 11-01
February has been busy in operations. We helped with crew & coxswains for the Crosby’s Fishing Derby Feb 6th, 7th, 13th & 14th on Pyramid Lake. Dave Law, Jack Leth & Bill Leoppard provided Auxiliary Comms for the event.
February has also seen us doing more two boat training with Station Lake Tahoe. The Station has requested our help to help them train new crew members & coxswains.
Our flotilla has decided to use the generous Genest donation to purchase a 46” HD LCD TV for the meeting room along with a plaque for the Auxiliarist of the year in his honor. These purchases should be complete very soon. The TV will be used by the Station & Auxiliary for meeting presentations and general viewing.
March 6th / We will be participating in the Tahoe City Snow Fest Parade with the Station. March 5th we will have a pre-Snow Fest Pizza Party at the Station for all the active duty & auxiliarists.
March 6th / We will also provide a Safety Patrol for the Polar Bear Swim at GarWoods.
March 13th / We will provide a Safety Patrol for the Stand Up Paddle Board Regatta at Sierra Boat.
March 13th & 14th / We will provide crew members for the Hook, Line & Sinker Derby at Pyramid Lake if needed.

Our meeting was held on wed, the boat show schedule and the disposition of the melroy was discussed. Kathy boyne gave a impromptu class on the proper use of the new 7029 form for hour reporting. The kids free fishing day is again being hosted by the auxiliary. "cip" Cipriano will be attending the first meeting and will be reporting at the next meeting.

Our Flotilla meeting was held on 2/16/10 at the South Lake Tahoe Marina Conference Room commencing at 1900.
Old Business: Discussion on the use of the new 7029 and the recommendations that each member fill one our every month.
New Business:
ODUs—Dale Herman showed us both the Tucked and Non-Tucked versions. ODU will be the Uniform of the Day for 11-04 Patrols this season now that they are available.
DockWalkers Program was discussed and interested in training was shown. We want to go along with Division Policy. Some Material was handed out by Dale.
DTRAIN was discussed and it looks like only Vic Beelik will be attending.
VE— All material has been received except of the Decals. 200 wanted.
Program for the evening was the COW Slideshow.

Feb meeting Boat show info we will be with NDOW and the Boating Class will be March 20 for signups from Boat Show. Class to held at IGT. Computer Class and Sexual Harrasment Classes given to members to meet requirements.
Staff Reports:
John Boyne SO-CM
Thanks to Dave Law, Jack Leth and Bill Leoppard for providing the Auxiliary Communication Units at Pyramid Lake for the Crosby's Fishing Derby. The next Fishing Derby at Pyramid will be the KBUL Hook Line and Sinker on March 13 and 14. Since other events are happening on that same weekend the current ACU personnel need to inform me which events they will be attending. There is the Reno Boat Show and a Paddle Board event at Lake Tahoe on that same weekend.

The SO-HR report is short this month. The only thing that has really happened this month is that all of the Personnel Services positions have been re-titled Human Resource positions. FC's please make sure each of your FSO - HR (PS) folks are aware of the change. If they have any questions please ask them to contact me.

There have been changes and additions to staff officer lists. I have attached list of changes.
Reminder: New ANSC-7029H and ANSC-7030H. Currently neither of these forms are listed on E-FORM page. There are new directions for each as of January. I have attached copies of each with directions.
As part of the SO-IS job, I am to approve the entries the Flotillas have entered. I plan to do this quarterly, i.e. the first week of April, July, October 2010 and January 2011. I will review entries upon request of the FSO-IS more often. As of now all 2009 entries have been reviewed and entered.
On the 1st of February, the REYR were determined. FSO-IS will see the results by running the Training Management Report from the Training tab on AUXDATA menu
Leon Borden SO-MS
Working with Dick McSorley and NDOW on Dockwalker program trying to get a Dockwalker class at Tahoe. I encourage anybody interested in Marine Safety to attend DTRAIN. There is going to be classes on Water Way Watch, the Trident Program and the direction the Coast Guard wants the Auxiliary to go in Marine Safety.

In General: Have received the AUXSC&E Retake Written Test and have set up a tentative Test Date on 3/13/10. Also Dick Clark is Challenging the Course and has passed the Practical Part, Charting, and will be taking the Written Test around the same time. When completed Dick will become an AUXOP. Go Dick!!

The next time you see Bill Stolz please say congratulations. Bill passed his last AUXOP class (AUXSC&E – Search and Rescue) and is now eligible to wear the AUXOP device. He will join Angelo Perata, Dave Law and Jack Leth who have the designation as AUXOP. Bill also became a trainer for the AUXSC&E class.
A congratulation also goes out to Tom Henderson and Pat Walter who also passed AUXSC&E.
Bill King, a member who you will see in the spring as he spends his winters in South Carolina, has completed the security progress and now is a member.
If you are planning on becoming Boat Crew this year there is some shore side work that you can do this winter. Although Bill King is away from Lake Tahoe, he is busy taking his required ICS (Incident Command) classes and his boating safety class online. Boat Crew must take ICS 100.a and 700.a. You must also have taken a boating safety class in order to qualify for any mission. You can find the ICS 100.a and 700.a classes here:

Another options for a boating safety class is that we hold one for our members. Our classes for the public do not start until May, but I can speak to our instructors. Members that are shown in AUXDATA as not taking a boating safety class are Tom Gardtman, Bill King, Jeff Mays, Chris Minedew and Linda Thee. If any of you have a certificate that shows you have at some time taken a boating safety class please get me a copy and we can correct your designation in AUXDATA. If you are interested in taking a boating safety class within the flotilla before the summer season, please let me know.
District News
Past Captain’s Fair
Early registration for the Past Captain’s Fair at Coast Guard Island, Alameda on February 20-21 has passed and several of the classes are full. But if you are interested in attending the last day of registration is February 15. I have attached the flyer.
DTrain
The registration form and schedule for DTrain (District Training Conference) has been released. You can find them at http://resource.d11nuscgaux.info/d-train/index.html. DTrain is being held in Rohnert Park, CA on March 26-29.
At DTrain the mandatory D11N Operations Workshop and the TCT Refresher course for Operational members will be taught on March 29. Several of us plan to attend. We will then bring the materials back to be presented to the flotilla. This year the deadline for these workshops is August 1.
RBS Insignia
Members received an email recently on the eligibility criteria for receiving a RBS (Recreational Boating Safety) insignia. The RBS insignia recognizes extraordinary effort of Auxiliarists who consistently provide strong support to RBS programs. Its eligibility criteria require significant RBS program activity over a minimum period of two years. A summary of RBS insignia requirements that follow:
a.Compilation of 120 points per year for two consecutive years (for a total of 240 points) is required. Hours for prescribed mission codes are reported on the Mission Activity Report (ANSC-7030) form. Vessel Safety Checks (VSC) and vessel facility inspections are reported on the Vessel
Examinations Activity Report (ANSC-7038). RBS Program Visits are reported on the RBS Visitation Report (ANSC-7046).
b.Public Education: Hours recorded using any mission code 14. 1 point-per-hour as lead instructor and 0.5 points-per-hour as an assistant/aide.
c.Public Affairs: Activities promoting RBS in the following areas. 1 point-per-hour limited to actual mission hours:
(1) Speech/Talks, mission code 10B.
(2) Broadcast Media, mission code 10C.
(3) External Print Media, mission code 10F.
(4) COMREL, Mission code 10J.
d.Vessel Safety Checks and Vessel Facility Inspections: Based on the number of VSCs and/or vessel facility inspections. 1 point-per-check or inspection.
e.RBS Program Visitation: Based on the number of RBS Program Visits. 1 point-per-visit.
f.Legislative Outreach: Hours recorded as Federal/State Legislative Outreach or Government Affairs work, mission codes 65A or 65B. 1 point-per-hour.
g.State RBS Outreach: Hours recorded in meetings with a state BLA or state BLA staff, mission code 65C. 1 point-per-hour.
Jerry Pearlman earned his RBS insignia last year. Tom Henderson, Joe Harris and Bill Stolz received over 120 points last year and are eligible to receive the device if they received another 120 points this year. If any members have an interest in obtaining this insignia and have questions please do not hesitate to contact me.

Flotilla 03: This is a new position for me since the last meeting. Please let me know of training that you are planning or would like to participate in, and I will assist in any way possible. FSO’s should contact me regarding training for other members to participate in your areas of responsibility. Member training can be useful in encouraging recruitment.

I handed out the Paton Sheets to 11-01 and 11-03 at the January Division Meeting. I will have the Paton Sheets for 11-04 at the February Meeting. I assume that all the Aid Verifiers in Division 11 are receiving the DSO-NS report from James Duncan. FSO-NS ask your Aids Verify members. There are new discrepancy report forms for the Aton Program and the Chart Updating Program.

Patrols on pyramid lake were conducted on Feb. 6, 13, 14. It included 2 11-03 facilities, 1 11-05 facility, 1 11-01 Facility and USCG 578. A successful time was had by all though uneventful because of good weather. Training was conducted and boat crew sign-offs were conducted by Jim Kremsner and Tom Komadina. Land Mobile facilities were used and were invaluable conducted by Dave Law, Jack Leth and Bill Leopard, thank you gentleman.
Patrols coming up include A SUP event at Tahoe Being handled by Bill Stoltz. And the KBUL fishing derby March 13 and 14, current participants include facilities, Shivr Me Timbers, Following Sea, Carolyn J and a tentative nod from USCG 578.

As of today the following flotillas have either turned in their VE goals for 2010 or contacted me regarding number of decals needed; Flotilla 11-4 150 to start, Flotilla 11-5 150, Flotilla 11-3 200. I have not received a report for flotilla 11-1 as such at this time no decals have be allotted by me to ANSC for the April order. Flotillas that have not ordered there initial quantity of decals from ANSC should do so ASAP. As a reminder, once each flotilla has used all of their initial decals they can contact me and request more decals based on their total VE’s to date. A request for estimates of total decals needed for the year by each FSO-VE has been sent out and this information is valuable in knowing the correct number for ordering more. Mike Lauro (DSO-VE) would like our district to be the highest in the nation, so please keep this goal in mind when you decide how many you will do this year. As we recruit new members to each flotilla the VE program is a simple yet fun program to get members in to right away. This looks good for our division and district to have new members qualified in an area as soon as possible.
Please remember to take photos when you are conducting a VE station and submit them to the web for posting on the District VE site. All members who are qualified VE’s should check the district VE webpage frequently for the most current information. Also be sure to sign up for the district VE mailing list.

Reminder from DSO-VE Mike Lauro
PLEASE be extremely careful if using a blade to remove the backing on the new 2010 VSC decals! The new 2010 VSC decals MAY NOT be scored on the back to remove the backing. Both ANSC and the V-Dept Director have been made aware of this issue. As a note, please see the attached letter regarding PFD Savers.

Steve Perez – Golf Tournament Update
Golf Tournament - is on schedule as of right now. We will be ready to go to print with some of our tournament documents shortly. Please start lists of businesses and individuals in your areas you will want to approach for donations or tournament participation.
One question for all, does anyone have a good source for printing handouts, posters and signs? Please let me know as soon as possible.
