A quorum of the Board was present to conduct business.

Special Presentation: The OIC of Station Lake Tahoe, Senior Chief Bennett, presented Tom Henderson, Tom Komadina and Dee Dee Kincade with the Coast Guard Meritorious Unit Commendation Award. This award had been previously presented to USCG Station Lake Tahoe and four other Auxiliarists; Jack Leth, Bill Stolz, Richard Kishpaugh and Jim Kremsner. The award was presented for meritorious service from April 2009 to October 200 while conducting search and rescue and law enforcement operations on Lake Tahoe.

Approval of Minutes: Motion made by Tom Henderson, seconded by Jim Snell to approve the April 2010 Minutes. There being no discussion the minutes were adopted.
Awards: None.

Station Lake Tahoe Auxiliary Liaison Report BM2 Graham Potter: BM2 Potter expressed gratitude for the Auxiliaries’ participation in 2-Boat Training with the Station. Our participation in training has resulted in the qualification of two new coxswains, BM2 Lynskey and BM2 Macri. There will be training for two new boat crew. The invasive species and Tahoe Blue Program fees will be reimbursed to the operational facility owners by the CG.
Coast Guard Liaison Report, Jack Leth: Not Present.

Division Commanders Report, Dave Law: The updated AuxiliaryManual will be ready for issue in October (on disc only). Budget cuts continue and average 20% less than last year, although the Auxiliary is asking for additional PPE (personal protection equipment) funding. The Untucked ODUs are becoming difficult to get; especially in larger sizes. Uniforms must be the same for all crew when on patrol. The warm weather uniform of blue t-shirt (USCGAUX logo) and blue shorts are acceptable. Communication Officers need to drill down to members on proper pro words and radio procedures. National Change of Watches: Captain Cullen in June and Captain Gugg in August. The Delta Blitz may not be held this year. Dave needs reports and pictures of National Safe Boating Week events so he can include them in his report. See listing in district web site for OPTREX exercises http://www.d11nuscgaux.info/. Air Patrols are resuming every three to four days. We may be included if requested. Nominations for District Captain will be held at the District meeting in July with elections in September. Those wishing to run need to have held the office of Division Commander for at least one year and provide bio prior to election.

IPDCDR Report, Dee Dee Kincade: ICS 210 is not required for boat crew. If anyone hears of an ICS 210 class before the August PCA Fair please let me know.

Vice Division Commander Report, Leon Borden: Nothing to report.

01 - Tom Henderson – Report on file (See Attachment A). Tom extends a thank you to Bill Stolz for his time and the use of his facility for Coast Guard 2-Boat Training. Senior Chief Bennett’s Change of Watch is June 18. We would like to see a good attendance from the Auxiliary.
03 - Jim Kremsner – Jim discussed the current problems with The Melroy. The flotilla will be manning a booth at Cabellas this weekend. The flotilla will be providing four assets, two facilities and two PWCs, for the Memorial Day Mike Brown Splash-In Seaplane event.
04 - Jim Snell - Report on file (See Attachment A).
05 – Alex Belleque – Mike Lawrence VFC reported that Alex Belleque has been activated from the CG Reserves to active duty. Alex is stepping down as Flotilla Commander. Elections for Flotilla Commander will
be held at next month’s meeting on June 9.

SO-CS Tom Komadina – Report on file (See Attachment A). Bill and Jack did a great job on the VSC video segments. There are 9 videos on the website detailing aspects of conducting vessel safety checks. One of the videos showed up on the Channel 2 website. If you goggle “What do I need on my boat” our website comes up number two.
SO-FN Dale Herman – Report on file.
SO-HR Steve Perez – Report on file (See Attachment A). Sexual Harassment Prevention training for each flotilla is mandatory. Steve believes it is important that operational crew and coxswain should take the training due to their high profile with the public and it may become mandatory for these members.
SO-IS Kathy Boyne – Report on file (See Attachment A).
SO-MA Ken Willrich – No report received.
SO-MS Leon Borden – Nothing to Report.

SO-OP Jim Kremsner – We have the Mike Brown Splash-In Seaplane event on Monday, May 31. The assets will be Camie Marie, Following Seas and 2 PWCs, Jim Kremsner and Dee Walter. Jack’s Special Events spreadsheet has been distributed and we are asking coxswains to respond to covering the events.

SO-PE Dave Law - Nothing to report.
SO-PV Bill Stolz – Report on file (See Attachment A).
SO-SR Dee Dee Kincade – I will be updating the Division Website Calendar for items on Jack’s regatta schedule and events of the flotilla calendars I have received (11-01 and 11-04).
SO-VE Alex Belleque – No report received.

Old Business:
Jim Snell discussed the July 24 OPTREX. We have 23 signed up for a QE for the July date. Angelo Perata felt the 8-hour TCT requirement for new boat crew could be waivered for the QE session if the workshop is taken as soon as offered. Jim is asking that each candidate have a mentor who is responsible for the correctness of the paperwork. Jim will be making the request for QEs in mid June. At that time he will need to know the candidates, the facilities and the crew who will be participating in the event. The FSO-MTs need to get back to Jim with the candidate list by June 14. Look at the Division Calendar for events in June.

New Business: There was a discussion about a gift from the Division for Senior Chief Bennett for his Change of Command. The members decided on a Lake Tahoe coffee table book. MK1 Adam Barton will be having his Change of Command on Friday May 28. Uniform of the Day is Tropical Blues. Auxiliarists are encouraged to attend. The District Poker Run will be held on July 31 at Brannan Island, Sacramento. There is a registration form on the District website. Angelo will be cooking steaks and chicken at the evening BBQ. Angelo and Dave highly recommended attending this fun event. Dave needs an updated list of member phone numbers for the phone tree.
Good of the Auxiliary: A former flotilla 11-01 member and Division commander Rae Kleinen was named Auxiliarist of the Year by Sector San Francisco. The new Sector CAPT Stowe may be up here for the Change of Command on June 18. Mike Lauro DSO-VE Vessel Examiners Newsletter discussed the fact that we cannot conduct public flare training. Mike Lauro made his goal of 10,000 VSCs. There are 1477 active Auxiliarists in the District. We had a discussion on operational uniforms. Angelo also spoke about instructional videos.

Flotilla Commanders Reports
Tom Henderson FC 11-01

Operations
At Station Tahoe’s request, we continued two boat training throughout the month. Thanks to Bill Stolz, we had the Camie Marie to help the Station get ready for the STAN Team inspection the first week of May.
Our flotilla now has two Facilities available for patrols - the Camie Marie which is now at her summer home in the Tahoe Keys and Yule Tide which is out of winter storage.
We are going to kick off our summer Regatta Patrol season with the Spring Paddle at Sand Harbor followed by the Mike Brown Memorial Fly-In at Obexer’s and the Thunderbird Run SUP at Sand Harbor.
Awards
At the May 8th Pre-SAR Picnic, flotilla 01 member Bill Stolz, Rich Kishpaugh and Jack Leth received the Coast Guard Meritorious Unit Commendation. Dee Dee Kincade and Tom Henderson also received the commendation but were unable to attend the ceremony. Jim Kremsner and Tom Komadina from Division 11 received this commendation also. Congratulations to all!
Activities & Events
May 29 – We will have a VE Day at Meeks Bay & Obexer’s
May 31 – We may have a Safety Patrol for the Mike Brown Memorial Fly-In at Obexer’s. Participation depends on the outcome of the meeting with the event organizers later this week.
June 5 – We will have our first ABS Class at the Truckee Donner Recreation and Parks center.
June 5 – We will provide a Safety Patrol for the Thunderbird Run SUP from Sand Harbor to Thunderbird Lodge.
June 18 – Will be the Change of Command at Station Tahoe. All members are welcome to attend -- the time and uniform of the day are yet to be determined.
June 18-20 – Will be the Concours d’ Elegance Wooden Boat Show at Sierra Boat.
June 26 – We will have another VE Day at Ski Beach, Incline Village and Tahoe City PUD.

MAY
Nothing going on except for out Flotilla meeting.
Our Flotilla meeting was held on 5/18/10 at the South Lake Tahoe Marina Conference Room commencing at 1900.
Awards: Dick Clark advanced to AUXOP status. Also received certification for AUXSC&E Specialist and AUXSC&E Train the Trainer
Old Business: – Status of Douglas County Sheriff Course, Vic Beelik said that the course started off as not being too well received, but as the course went on everyone warmed up & by the end of the course all participants felt like they had gotten a lot of useful info. Dick Clark also indicated that a conversation he had with one of the participant that he would like to see more interagency participation. All are looking forward to the on the water part of the class.
Bob Oden will start putting Meeting/Courses offered notices into the “Tribune and Mountain News”
New Business: Status of facilities –We will have our facilities (2) in the water by 6-1-10.
Program for the evening was the “OPS Workshop” presented by Jamie Baugh
JUNE
Our Flotilla meeting will be held on 6/15/10 at the South Lake Tahoe Marina Conference Room commencing at 1900.
Current Program plan TBD.
Continue to develop a plan for Crew/Coxswain Members Training so that they will be ready for QEing at our Division OPTREXs.

Nine new VSC videos posted on the Division web explaining the various things needed to pass a VSC. These can be viewed by clicking on the “What Do I Need on My Boat?” graphic on the home page. Thanks to Jack Leth and Bill Stolz for narrating the videos.

On May 3rd, I will be teaching Sexual Harassment to Flotilla 11-01. Please be reminded that this is now an annual mandatory class for Auxiliarists. There are presently a couple of options to accomplish this, if any questions please feel free to contact me.

All IS Officers were notified of an impending Beta Test on New Web-7029H Form on May 11,2010. I truly hope that this Beta Test proves successful and we have a new method of submitting the Members Activity Logs.
7 members of the Auxiliary were awarded Coast Guard Meritorious Unit Commendation as part of the
Award to USCG Station Lake Tahoe, Tahoe City, California. The Auxiliarists are William J. Stolz,
Richard B. Kishpaugh, Diana D. Kincade, Thomas B. Henderson III, John W. Leth, Thomas G. Komadina,
and James E. Kremsner. Congratulations on your Award. The Award has been entered on to their
permanent records by DIRAUX.

In General:
Attached is a Spread Sheet for the proposed OPTREXs for our division. So far we have 23 members who want to go before a QE. Please review and let me know your comments or changes and also fill in the missing Mentor names.
Flotilla 01:
On April 24 nine members from flotilla 11-01, 11-03 and 11-05 took the Operations Workshop and TCT Refresher Course at my residence. We have two operational members who need to take these courses. The Operations Workshop must be taken by June 30.
Looks like our next member training project will be readying members to become Boat Crew on July 24 and an AUXCOM/PQS Training for members to become communication operator qualified.

Flotilla 03:
NAVRules classes and testing finished in April. Of the ten members of 11-03 and 11-05 who expressed interest in the class, seven members took the test. There will be a second test date scheduled for those members who want to take a retest or initial test. Those members wanting to take/retake the NAVRules test need to contact me if you have not already done so.
Crew training started in April at Tom Komadina's house with Tom presenting Medical. Several crew candidates are attending along with other crew and coxswains from 11-03 and 11-05 who made themselves available to assist in training.
April 28 - Medical. Tom Komadina presented the class at his house. Special thanks to Ellen for providing excellent cookies, and to Holly for making herself available for petting.
May 5 - Navigation. I presented the class at Tom's house, with Komadina style service again.
May 12 - Communications - I presented the class at my house. Hope everyone enjoyed the brownies and radio practice.
May 19 - No class due to Business Meeting.
May 26 - Marlinspike & Boat Nomenclature - Dennis Harms is scheduled to present the class at his house.

Flotilla 04:
At the monthly meeting, the "One Hour Mandatory Operational Workshop" was presented by Jamie Baugh. The following seven members received the training: Dick Clark, Stuart Harrington, Dale Herman, Mot Meiers, Bob Oden, Roy Priem, and Jim Snell. CPR and AED training to be scheduled. Date TBD. Several members have expressed an interest in attending.

We have a few thousand “Play it safe on Tahoe” pamphlets to distribute. Flot 11-04 has volunteered to cover distribution from Cave Rock to Camp Richardson. We ask that Flotilla 11-01 cover the rest of the lake.

I have not received a report from 03, 04, or 05. 11-01 has completed 43 visits this year.
