Approval of Minutes: Motion made by Jim Kremsner, seconded by Tom Henderson to approve the October 2010 Minutes. There being no discussion the minutes were adopted. November meeting was not held due to snowy weather.
Swearing in of Officers and Staff: DCDR Leon Borden swore in the VDCDR and staff officers. Letters of appointment were distributed to staff officers.
Awards: David Law 11-01 and Ed York 11-05 received AUXOP devices due to the new program. Vic Beelik 11-04 received a recognition award for conducting 84 VSCs.
Division Commanders Report, Leon Border: (See Attachment A). Jim Kremsner asked that Leon take the question to District whether PWCs will be an included asset during the America’s Cup activities. OTO Kilberger reported that District is looking for funding to reimburse Auxiliary assets participating in the security of the Americas Cup. Jack Leth suggested appointing a Point of Contact from Division to communicate with District. Jim Kremsner suggested creating a committee for the 3 year period.
Station Lake Tahoe Auxiliary Liaison Report BM2 James Macri: Not Present.
Coast Guard Liaison Report, Jack Leth: We are going on the basis that the Auxiliary will continue to patrol the organized events. Jack has started the events spreadsheet.
Leon suggested that Jack, Tom and he have a meeting with Chief Helterbridle if necessary. The Coast Guard is asking for Auxiliarists to qualify as Boat Crew on their CG 25 footers. There was a discussion on the physical requirements and what our role will be on patrols.
IPDCDR Report, David Law: Not Present. No report submitted.
Vice Division Commander Report, David Young: (See Attachment A). Dave has created Google docs to store the reports. Dave will send out detailed instructions on how to access the documents. Dave wants to make sure that the officers and staff is communicating up and down the chain of leadership. Reports need only be sent to staff@sierracgaux.org. Sending reports to both staff and board email addresses creates duplicates.
Flotilla Commander Reports:
01 - Tom Henderson – (See Attachment A). In addition to my report under Agency Interactions, Jack Leth and Dee Dee Kincade are working with the Lake Tahoe Non-Motorized Working Group to provide the safety component for the agency program. The safety information for kayaks and other non-motorized vessels will be available as a web page on the Division website. Ed Lyngar NDOW will be ordering copies of the 5 ACA (American Canoe Association) brochures in March for distribution through our Program Visitors and Vessel Examiners. Decals with CGAux logo will be attached to the brochures.
03 - Jim Kremsner – (See Attachment A). Flotilla 11-03 will be focusing on patrols and vessel exams at Lake Lahontan this year. Jim has been in contact with Patty Polish from Lyon County Search and Rescue, who would like a greater Auxiliary presence on the lake. Jack Leth SO-OP reminded Jim and John Boyne that in order to conduct patrols on Lake Lahontan a communications center must be present. The Reno Boat Show (now called the Outdoor Expo) dates were confirmed at March 25-27.
04 – Stewart Harrington - (See Attachment A). Stu has been in contact with Vivian Matuk over the California Dockwalker Program. She would like to brief interested parties at 11-04’s flotilla meeting on May 17. All Auxiliary members are welcome. Bill Stolz will be taking the Dockwalkers class at the PCA Fair and will bring back information.
05 – Ricky Thomas – (See Attachment A). Flotilla 11-05 will be participating in activities with 11-03 at Lake Lahontan. Ricky is arranging for life jackets to be available for the life jacket loaner program on the lake. The flotilla has conducted 35 Vessel Exams and 15 Program Visits this month. 11-05 will have a boat inside the Cabella store for their Outdoors Sports Show on March 5-6.
Staff Reports:
SO-CM John Boyne – (See Attachment A). Communications have been set up for the Crosby Fishing Derby. John would like to qualify more land mobiles this year.
SO-CS Tom Komadina – (See Attachment A). A motion was made by Tom Henderson and seconded by Jim Kremsner to pay the Reno flotilla for the Division’s yearly portion of the hosting services for the website and for payment of the domain name for two years. The motion was unanimously passed.
SO-FN Dale Herman – Report on file. Jim Kremsner made a motion to pass the Division budget. Stu Harrington seconded the motion. The motion was unanimously passed.
SO-HR Steve Perez – (See Attachment A).
SO-IS Jim Snell - (See Attachment A). Jim did not get his Division password until January 15. Jim has asked Kathy Boyne if she would continue entering hours for 11-05 until Bob Summers goes to the C-School.
SO-MA Pat Walter – Nothing to report.
SO-MS Leon Borden – Nothing to report.
SO-MT Jim Snell - (See Attachment A). Jim’s goal is to find an Instructor to teach the 8-hour TCT class this year. Jim has set-up preliminary dates for two OPTREXs this year: July 23 and Sept 17. Jim Kremsner asked that we have a PWC QE at the first OPTREX. OTO Kilberger announced that the TCT requirements will be extended for 3 more years. Leon will be sending Jim a copy of the Division 6 New Member Training CD for review.
SO-NS John Boyne – (See Attachment A). John attended the 3 hour NS Webinar workshop Saturday, January 22. Aids Verifiers are not submitting their Form 7030 mission 31 hours.
SO-OP Jack Leth – (See Attachment A). Upcoming events are the 4 days of the Cosby Fishing Derby Feb 12-13 and 19-20, the 3rd annual Arctic Paddle Board Race March 13, and the Polar Bear Swim March 5. Jack does not think we will be able to exceed last year as it was a banner year. We keep losing the number of boats, coxswains, and boat crew. We have to try to find more of these assets. There was a discussion about how burdensome it is to keep maintenance qualifications. Jack has started the event spreadsheet. Ted Thar TRPA – the 2010 decals will be good through May. It does not look like the fees for Blue Boating will change.
SO-PA Vacant
SO-PB Vic Beelik – Vic was asked by Commodore Perata if he would like to become the editor of the District Northwinds publication. (Thankfully) he chose to stay at the flotilla/division level. Vic is starting a series of articles called “What Would You Do”. Vic would like members to submit stories of this type for the Direction Finder.

SO-PV Bill Stolz – Nothing to report. SO-SR Dee Dee Kincade – (See Attachment A). Jeneen Grover has been asked to be the secretary for 11-05.
SO-VE Bill Stolz – (See Attachment A). There is a new Form 7003 Facility Offer for Use. The form no longer has non-operational facility designations. Please use the new form. Bill encourages each flotilla to sponsor a VSC Day. Each flotilla should invite all vessel examiners to their event and work as a team. Ricky appraised Bill of the conditions now at Lake Lahontan.

Change of Watch: We are definitely having a Change of Watch. The Change of Watch is not only for our members but is a big deal for the Gold Side. Leon appointed a COWCommittee consisting of the Flotilla Commanders. Stu Harrington was appointed as the Committee Chair. The date of November 5 was chosen for the COW. The committee will research a range of price members would be willing to pay and when, a dinner or luncheon.
New Member Training: Leon is waiting for the Division 6 New Member Orientation CD. Leon would like to train new members at the Division level. We would be training everyone with the same standards. New members could also meet members like themselves from other flotillas.
Meeting Schedule: We are the last Division to have monthly face to face meetings. Webinar could be the answer to some of the meetings, or we could meet every quarter.
Kayak VSC Decals: Leon asked for 100 VSC decals for kayaks. Flotilla 11-01 received 50.
Good of the Auxiliary: Flotilla Commanders please stay for the taking of a picture for the Division website.

I attended District meeting in Alameda. The items covered at the meeting are;
3. The Coast Guard is making a big push for emphasizing boating safety on inland lakes and waterways. This includes Kayaks and Paddle Boards. The statics last year show that the majority of boating incidents and fatalities occurred in inland waters not on coastal waters; with non-motorized vessels leading the way. District has announced a District wide VSC Blitz for June 4.
4. District is concerned with the number of disenrollments last year, 200 in all. There is a campaign to figure out why this is occurring.
5. District wants to encourage the wearing of a proper uniform and wearing it correctly.

In lieu of our December Flotilla meeting we had our annual Holiday Party Dinner @ The Blue Onion in Kings Beach. As we have in the past, the active duty Coast Guard was invited as our guests and we had 10 active duty attend. At the Holiday Party, we awarded our Walt Genest Flotilla Member of the Year Award. This year’s recipients were Cameran Stolz and Bill Stolz.
Our January Flotilla meeting was a staff planning meeting and dinner at the residence of Flotilla Commander Tom Henderson. At this meeting, we discussed the upcoming year and how to accomplish our goals (see goals below). We also discussed, that instead of our Pizza Party at Station Tahoe the night before the Tahoe City Snow Fest Parade, we will have a tailgate breakfast while waiting for the Parade to start.
1. FSO-MT Dee Dee Kincade is in the process of contacting members regarding their interests in the Auxiliary missions and how to best get them involved in that mission. She is also providing members with a report of their hours and qualifications.

FLOTILLA GOALS
Our goal for this year is Recruitment & Retention. FSO-MT Kincade is contacting members to try to ascertain the missions of the Auxiliary that interest them and match them with a mentor to get them involved in that mission. We also need to recruit new members and match them quickly with a mentor to help them with becoming an active part of the Flotilla and not just attending a flotilla meeting and sitting in the back. I would like all Flotilla Staff Officers to try and find someone in the flotilla to assist them in their office. This will give us more depth at each Staff position and get more members involved. With these goals in mind, I hope to build a stronger flotilla with more emphasis put on member participation then just the number of members. To this end, I pledge to be more available and ready to help any member with anything they need to get more out of participating in the Coast Guard Auxiliary.

VE and Patrols are in the works for Lake Lahontan. Patty Polish of Lyon County SAR is coordinating Their Facilities, NDOW and USCG Aux. for the weekend. Free camping and admission is being set up for that weekend. Keith White and I have committed to VE and Patrols during the holiday. More information to follow as plans are firmed up.

The flotilla will be arranging a meeting between Vivian Matuk, Environmental Boating Program Coordinator for the California Department of Boating & Waterways of the California Coastal Commission and local marinas, commercial operators and local Flotillas. The purpose of this meeting is to allow her to update us about invasive species in Lake Tahoe.

Last year I requested that each Flotilla to certify one new Land Mobile Unit. Flotilla 11-01 had the only gain that I can remember, same goal for this year one new unit per Flotilla

4) Statistics
During December 2010 we had 900 unique visitors visiting the main site. A unique visitor is one person. Multiple visits by that one person only count as one person. We are on track to have over a thousand unique visitors this month. The most popular areas visited are 1) VSC videos demonstrating things needed on a boat 2) Division Calendar 3) Interviews with Dave Young and Leon Borden.
Blog entries are very popular especially when new material is posted. This graphic shows the impact of a new posting:
This graphic shows the number of “hits” on a particular day. Leon posted his new blog entry on the 17th and the next day, blog traffic increased dramatically. People also love reading the Flotilla Newsletters, which when posted, attract lots of views. On a typical day, we average for the blogs, about 300 hits, but when new material is posted this rises into the thousands. Because blog entries are immediately found by search engines,

Details - (Goals):
As the SO-HR for the Division, and the District Diversity Advisor (DDA), I will be taking a dual approach to most of the HR issues this year. Whatever issues affect the Division, consequently affect the District and the Auxiliary as a whole. While I have been trying to "come up to speed", on my Diversity position, I have become aware of many other issues that we all have to be keenly aware of. Our District (11NR), lost 200 auxiliarists from 2010 to 2011. There will undoubtedly be surveys and research done to ascertain why.
Most of what I have been concentrating on is Recruitment, Retention and a greater involvement from members. An additional emphasis has been placed on recruiting a "more diverse" number of members, so our organization can more reflect the population around us. While that aspect is extremely important, the retention and motivation of our current membership has to be the # 1 priority.
On the drive home from Oakland, I had an opportunity to reflect on many of the important issues that were discussed. While Recruitment is important, I believe our largest challenge will be the retention of our members. How many of our flotillas have memberships of 25 - 45 people? Yet, as I look at the various staff directories, I find the following:

While I applaud all of the people who have stepped up to these responsibilities. How many of these positions could be utilized to inspire and re-motivate other members who are otherwise content to sit back, pay their annual dues, and maybe attend one or two meetings per year? The people who are always involved, and carry the lion's share of the responsibilities when it comes to Auxiliary "work and missions" are what I refer to as the "Core" of the Flotilla, Division and/ or District. It is not unique to our District, I'm sure the same prevails in every auxiliary unit.
I would suggest that we step outside of our normal routines and insert a new goal in our Division, "Reclaim". Let's go out and re-inspire the less active members, instill a measure of worth and importance in the folks who are on the sidelines. Our goal should be to "grow the Core".
As hard as it has been to recruit new members, and retain the members that we currently have, this program will become our Division HR priority until further notice.
Uniforms:
In conjunction with what I stated above, I am proposing that every Flotilla stress the importance of attending as many meeting, functions and missions as possible. In doing so, uniforms will help inspire members to realize who we are, and who we represent. We are always reminded to wear our uniform proudly, I know I do. I believe that message could resonate and inspire members in many more ways.
Interactions:
As you can see from the above message, we as the Auxiliary, have our work cut out for us. This should not be considered a new effort, but a continuing one that will hopefully inspire all of us. I will be contacting all of our FSO - HR's as soon as I get back. Please be thinking about potential solutions and recommendations.

Flotilla 01 Our January Flotilla Meeting is traditionally a staff planning meeting where the staff members set goals for the year. I gave a summary to the flotilla of last year’s member training accomplishments that included exceeding operational qualification goals, but losing the qualifications of several vessel examiners and instructions. In all I see an apathy developing which is not only reflected in our flotilla but in all members throughout the Auxiliary. I see the need to put an emphasis on retention and recruitment in order to reverse the trend. We have 35 members. This is more members than any time since I have been in the flotilla. But we also have several members who live quite a distance from the north shore and several more members that have lost interest and do not attend meetings. I take it to heart Steve Perez’s suggestion to “reclaim members”.
What I found I could do as FSO-MT is inquire as to what each member would like to do in the Auxiliary. What mission would they like to participate in that would meet their personal needs as to the reason they joined the Auxiliary. And then provide the tools and training for that member to attain their goal. During the month I issued a informational email to all members on the new AUXOP Program and distributed the spreadsheet showing what courses they have taken, what more needs to be done and requested if they would like to pursue their AUXOP designation. I contacted members who were interested in becoming Boat Crew and outlined required tasks and courses so they can begin during the winter months. I contacted members who had shown a desire to become a Vessel Examiner or Program Visitor and outlined what it would take to become qualified. As FSO-IS I sent all members with recorded hours their Annual Member Letters. For those that have not been attending meetings I used the Member Letters as an opening to ask if there were missions they would like to become involved and events in the near future we would like them to be a part of. I have been receiving interesting and positive results. We are also gearing up again to qualify Watch Standers for the Station. I have signed up for the online National Flotilla Leadership Course in order to see how difficult (or easy) this mandatory AUXOP course is to complete.
As for the needs of Flotilla 11-01 for a QE this coming year, I foresee 4 possible Boat Crew and 2 possible Coxswains. We have 1 Boat Crew recertification. None of our current operational members need the TCT 5-year renewal but 3 of the Boat Crew candidates will need the full 8 hour TCT course. Both Coxswain candidates need the ICS210 Course. I have suggested the February Past Captains Fair to meet these requirements as I do not see us having enough members who require these courses in the Division to request an instructor to come to Tahoe.

Flotilla 03 I sent information regarding AUXOP (Auxiliary Operations) changes and status for non-AUXOP flotilla members. Please let me know if you are interested in taking the core AUXOP classes (Weather, Seamanship, Patrol) tentatively scheduled to start in March. Members are reminded to take a Leadership course either online or at the Past Captains Association fair prior to the AUXOP core classes.
AUXACN part B (Auxiliary Advanced Coastal Navigation) will start in January and is expected to complete in February or the first of March. Classes are tentatively scheduled to be held on alternating weekends. Please let me know if you are interested in taking the AUXACN part B class. You will need to have navigation tools as described in the AUXACN manual, chapter 3.
All training is open to members of the Reno and other flotillas.
San Francisco has been selected as the host for the 34th America's Cup race. Please look forward to training opportunities to learn how to sail, and to understand how sailing vessels operate. This training can help you become a valuable resource for potential patrol opportunities associated to this and other sail events
scheduled for San Francisco Bay, such as the Louis Vuitton Cup Challengers Series and Americas Cup World Series in 2012.

Flotilla 04 Flotilla 11-04 held their first meeting of the year. The FSO_MT discussed the new requirements for AUXOP. Bruce Cole believes that he is close to completing under the new requirements. The status of each member of the flotilla will be reviewed.
All operational personnel will require the 1 hour OP and TCT Workshops , and classes will be scheduled this spring.

The DSO-NS is holding an SO-NS WEBINAR Workshop on January 22, 2011 at 0900. I will be attending and forwarding all information to the FSO-NS. Any member who would like to become Aid Verifier (AV) you must qualify by take the 6 hour D11 Aid Verifier Qualification Course & Exam. This course is given once a year in February at the PCA Training Fair at Coast Island, Alameda, CA. A member can also take the D11 Aid Verifier Qualification Course & Exam online via GO-TO-MEETING throughout the year. For more information contact James Duncan the District 11 Northern Region DSO-NS. All Qualified Aid Verifier as stated in “Chapter 11 in the Auxiliary Manual A.13.a. Operations Program” states that this ribbon recognizes qualifications in the various operations program areas and as qualify Aid Verifier may wear the Operations Program Ribbon.

Division 11 needs more Aid Verifiers. I believe that there are only six qualified members now. Three of these members live in Reno and there are 88 PATONS on Lake Tahoe that need to be checked each year.

UPCOMING EVENTS, DATES AND LOCATIONS
Have begun planning for the Pyramid Lake/Crosby’s Lodge fishing derby in mid-February. The dates are 12, 13, 19 & 20 FEB. We will have less presence this year; in fact, there will not be a CG or AUX facility on the water on 19FEB11.
Am working on the Gar Woods Polar Bear Swim (05MAR11) and trying to see if we can use our two PWC’s for the event.
STAFF OFFICER 2011 GOALS
My guess is that we will not be able to match last year’s hours and missions. The subject of Aux participation in special events is under review at the Station and down at Sector. I will keep the Board & Staff posted as this plays out. I also do not expect as much two boat training with the Station.
My main goal for 2011 is to get more active facilities. FC’s need to keep me posted on the prospects in their Flotillas and if there is anything I can do to facilitate the project.
